Cheng Siwei (* 1935 in Xiangxiang , Hunan ; † July 12, 2015 ) was a Chinese politician of the Democratic State- Building Society of China (DNAC), one of the eight democratic parties and groups alongside the Communist Party of China , and was vice chairman from 1998 to 2008 of the Standing Committee of the National People's Congress .

After attending school, Cheng Siwei studied from 1951 to 1956 at the Technical University of South China in Guangzhou and at the Institute of Engineering there. He then worked as a worker at the Chemical Engineering Research Institute in Shenyang from 1956 to 1958 , before working as an engineer at the Chemical Engineering Research Institute in Tianjin from 1958 to 1973 . He then worked as an engineer in the Petrochemicals Department of the Petrochemical Engineering Research Institute between 1973 and 1981 before completing a degree at the University of California, Los Angeles (UCLA), which he completed in 1984 with a Master of Business Administration (MBA).

After his return to China, he was chief engineer in the scientific and technological office of the Ministry of Chemical Industry from 1984 to 1993 and at the same time vice chairman of the scientific and technological research institute of this ministry from 1988 to 1993. From 1994 to 1996 he was Deputy Minister in the Ministry of the Chemical Industry.

At the same time, he began his political engagement and was initially vice-chairman of the Central Committee of the Democratic National Development Association of China , one of eight parties in the People's Republic that were admitted outside the CCP from 1994 to 1996 .

In 1996 he became chairman of the Central Committee of the National Democratic Association of China and thus party chairman. He held this position until he was replaced by Chen Changzhi in December 2007.

In addition, between 1998 and 2008 he was vice-chairman of the Standing Committee of the National People's Congress, a 150-member body of the National People's Congress that carries out the work of the people's representation between planning meetings. He was also succeeded in this position by Chen Changzhi.

Since 2003 he has also been chairman of the China Soft Science Research Society and director of the science management department of the National Science Foundation. He was also an honorary professor of business administration at Hong Kong University . Cheng Siwei was most recently chairman of the International Finance Forum and in this function met Petra Roth , the mayor of Frankfurt am Main, on January 26, 2010 .
