The Standing Committee of the National People's Congress (NPCSC; Chinese  全國 人民 代表 大會 常務委員會  /  全国 人民 代表大会 常务委员会 , Pinyin Quánguó Rénmín Dàibiǎo Dàhuì Chángwù Wěiyuánhuì , English Standing Committee of the National People's Congress ) is a committee with around 150 members of the National People's Congress (NPC) of the People's Republic of China , which is convened between plenary meetings of the NPC. According to the Constitution of the People's Republic of China , the Standing Committee processes legislation within a period set by the NPC, making it de facto the Parliament of the People's Republic. The chairman, since March 2018 Li Zhanshu , ranks third in the People's Republic of protocols due to his office .

The Standing Committee has a kind of legal function in that it has the authority to interpret laws. A significant incident is the interpretation of the right of residence in the Hong Kong Special Administrative Region (so-called Ng Ka Ling case) by the Standing Committee in 1999. At the same time, it has the exclusive right to propose government offices.
