Wan Li

Wan Li ( Chinese  万里 , Pinyin Wàn Lǐ ; born December 30, 1916 in Dongping , Shandong , China ; † July 15, 2015 in Beijing ) was a Chinese politician .

Life

Wan Li became a member of the Chinese Communist Party (CCP) in 1936 and, as the party's general secretary in the Hebei - Henan - Shandong border region, was the organizer of communist guerrilla activities against the Japanese occupation forces during World War II .

After the founding of the People's Republic of China on October 1, 1949, he took over several offices within the central government and in Nanjing . In 1958 he became Vice Mayor of Beijing and in this position a key figure in the capital's most important major construction projects, such as the Great Hall of the People . As part of the Cultural Revolution , he was removed from office in 1966 as a “ bourgeois reactionary ”.

In 1971, during the Cultural Revolution, he again took over the post of Vice Mayor of Beijing. Between January 1975 and April 1976 he was Minister of Railways and, within a short period of time, carried out many reforms to reorganize the outdated transport routes. Nevertheless, after the death of Mao Zedong, after a brief activity as first vice minister for light industry , he fell victim to a second purge in May 1976 , but became first secretary of the CP from 1977 to 1980 and chairman of the revolutionary committee and thus governor of the Communist Party between 1979 and 1980 Anhui Province . In this role he initiated the increase in agricultural production. Due to his pragmatic and flexible agricultural policy, the treatise he wrote on the basis of these measures, “Dutifully implementing the party's economic policy in rural areas”, brought him recognition and support from the central party leadership as a talent for organization.

As a result, he became a member of the Central Committee (CC) of the CCP and Vice Prime Minister in 1980 . After an extensive government reshuffle, he became First Vice Prime Minister in the government of Prime Minister Zhao Ziyang in May 1982 . In doing so, he took a leading role in rationalizing the inefficient bureaucracy and accelerating the modernization of economic reforms. Already in September 1982 he was on the XII. Congress of the Chinese Communist Party as a member of the Political Bureau of the CCP and the Secretariat of the Central Committee. Besides Zhao Ziyang, he was the only politician of the time who held a leading position in both the party and the government.

Most recently, Wan Li was from April 13, 1988 to March 27, 1993, as the successor to Peng Zhen, Chairman of the Standing Committee of the National People's Congress and thus President of Parliament . His successor was Qiao Shi .

Wan Li died in Beijing on July 15, 2015, at the age of 98.
