Christine Hill

Christine Hügel (born November 12, 1950 in Offenburg ) is a German lawyer . She is an honorary professor at the University of Konstanz . From July 2009 to April 2015 she was President of the Higher Regional Court in Karlsruhe .

Life

After studying law, Christine Hügel worked as a judge and public prosecutor at the Villingen-Schwenningen district court , the public prosecutor's office and the Constance district court from February 1978 . After lecturing from 1983 to 1985 and completing her doctorate on juvenile criminal law at the University of Konstanz , she returned to the public prosecutor's office until she became director of the Radolfzell District Court in 1993 and that of the Überlingen District Court in 1996 .

Since 2000, she has been the Chief Public Prosecutor at the Konstanz Public Prosecutor's Office, and from 2003 until her appointment as President of the Karlsruhe Higher Regional Court on July 22, 2009, she was the first female public prosecutor to head the Karlsruhe Public Prosecutor's Office.

After she warned a judge at her court in 2012 that his case settlement numbers were sometimes 68% of the average at the Karlsruhe Higher Regional Court, the latter took action against this measure in the judicial service courts, as he saw her as an invitation to work less thoroughly. His lawsuit was unsuccessful in two instances, but before the Federal Court of Justice he succeeded in lifting the prejudice and referring it back for re-examination by the lower instance. A complaint against Hügel on suspicion of attempted coercion was unsuccessful.

In 2014, she first advised a judge in her court that he should withdraw his application to a promotion office because another applicant was already planned. It was only when the latter stuck to the application that she prepared the necessary official assessment for him. The Karlsruhe Administrative Court overturned this assessment because of concerns about bias . After she had again officially assessed a judge seconded to her court for a trial in 2014, the Karlsruhe Administrative Court found that she had insufficiently checked the previous assessments of the Senate Chairman herself and also revoked this assessment.

Christine Hügel took early retirement at the end of April 2015.
