City Royale: Wei is Pillo is a no-budget film production in which mostly amateur actors play. The two producers Jürgen Becker and Michael Schu also have no artistic training. All props, vehicles and items were provided free of charge. The actors, especially Guildo Horn and Helmut Leiendecker , waived their fees.

All locations are in Trier and the surrounding area. The dialogues were spoken in the respective dialect of the actor. Trier Platt is mainly spoken, but Luxembourgish can also be heard.

City Royale celebrated its film premiere in front of 4,000 spectators in the sold-out Trier Arena . The film was subsequently shown in the two Trier cinemas Broadway and Cinemaxx from October 4, 2017 . The film was shown in the Cinemaxx for four weeks and in the Broadway cinema it was shown for eight weeks. The film had a total of around 9500 visitors. The DVD and Blu-ray was produced by Imagion AG in a first edition of 10,000 DVDs and 5000 Blu-rays and was released on December 7, 2017.

The gangster quartet Vince, Kliff, Richie and their device finance their lavish lifestyle through bank robberies.

When they run out of money again, they meet their old companion Januarius Zick, called Monkey . This leads the four to get money from his boss, the cruel Dr. Piro, and to bet this on the supposedly already established winner of the boxing match between Klapper de Zänn and Paul Boa. As suggested by Dr. Piro planned, the four of them lose the money and are haunted by him the next day.

Dr. Piro threatens to hijack the device unless they repay the money owed within the next 24 hours. Without further ado, Vince, Kliff and Richie decide to raid another bank. The bank robbery goes wrong and to top it all off, the three more or less coincidentally take Fritz Quant hostage on their escape from the police. Fritz proves to be a real stroke of luck as he hacks into the bank's network and clears the surveillance tapes before the police can inspect them.

When Dr. Piro learns of the failed bank robbery, he gives the order to kidnap the device. While the gangsters go to party with Fritz and make friends with the computer nerd, the device is kidnapped by Januarius and taken to a torture cellar to Dr. Piro, where the boxing coach of Klapper de Zänn Markus Berg is already tied up. Dr. Piro tortures him to death, which is recorded on video. This video will be delivered to the gangsters the next morning. As the four look at it, they realize that the same thing will happen to their device if they don't act quickly. With combined forces, the four of them can find the whereabouts of their device.

Meanwhile, the police are investigating in all directions and trying to find a connection between the bank robbery and the murder of Markus Berg. On the body of the boxing trainer, pathology can recover the DNA of Paul Boa, which immediately leads to his arrest. Parallel to the interrogation of Paul Boa, there is a showdown at the junkyard, where the gangster's device is being held prisoner. They use a trick to gain access to the heavily guarded area. In the course of the game, Richie and Kliff are shot. After a wild shootout, Januarius is killed by a safe. Dr. Piro seriously injures the device before he can escape before the police arrive. During the interrogation of Paul Boa, she received the crucial information to clarify the case.

Vince, Kliff, Richie and Fritz are arrested and subsequently sentenced to several years in prison. Shortly after their imprisonment, however, the four manage to escape. Dr. Piro thought he was safe when suddenly and unexpectedly Klapper de Zänn came into his apartment and shot him to avenge his trainer.
