Colwyn Jestyn John Philipps, 3rd Viscount St. Davids (born January 30, 1939 - April 26, 2009 ) was a British peer .

life and career

Philipps attended Sevenoaks School and then King's College London . After doing his military service with the Welsh Guards , he became a partner in a London brokerage company .

Philipps was a well-known music lover who specialized in particular in the life and work of Rossini . Among other things, he was active in the Rossini Society in Pesaro . He continued to be interested in Welsh history and culture.

He was a member of the House of Lords from 1991 . From 1992 to 1994 Philipps was Lord-in-Waiting and from 1995 to 1999 he was deputy speaker . He lost his seat with the House of Lords Act 1999 . He declined a life peerage offered to him . He is considered one of the fathers of decentralization in Wales, which led to the formation of the National Assembly for Wales . In addition to the Viscountcy of St. Davids, he also held the old English baronies Strange (barony by writ) as the 16th holder of the title, Hungerford as the 22nd holder of the title and de Moleyns as the 21st holder of the title.

He had been married to Augusta Victoria Correa Larrain since 1965 and had two sons. His eldest son inherited his titles when he died.
