The Cumberland and Pennsylvania Railroad , or C&P for short , was an American " Class III " railroad company based in West Maryland . Designed as a coal railway, it was operated by the Consolidation Coal Company until it was acquired by the Western Maryland Railway in 1953 .

The route ran from Cumberland , Maryland to Piedmont , West Virginia . At both ends it was connected to the Baltimore and Ohio Railroad . The operational buildings and offices were located in Mount Savage . On the way to Piedmont, the line also reached Frostburg , where the C&P station building is now the western terminus of the Western Maryland Scenic Railroad .

The company's early founding dates also reflect the importance of Mount Savage as an early manufacturing facility for rails and locomotives . So already in 1844 the first rails and delivered in 1866 opened James Millholland the locomotive factories between 1868 and 1917 built at least 30 machines for the C & P as well as several standard and narrow gauge locomotives for other companies.

In addition to the station building in Frostburg, many buildings in Mt. Savage have been preserved, and some parts of the route north of Piedmont are still used by CSX Transportation today.
