Between 1960 and 1962 Werner and his team from Vorwärts Oberhof had to admit defeat to the SC Dynamo Klingenthal team and were each runner-up. In 1952 he was champion in the individual Nordic combined competition. Towards the end of the 1950s, the sports soldier also began biathlon. In 1958 and 1959 Werner won the 20 km title. It was also the first title to be awarded to biathletes at national championships on German soil.

At the 1956 Winter Olympics in Cortina d'Ampezzo , he was used over 15 kilometers, where he reached 27th place, as well as together with Siegfried Weiß , Rudi Kopp and Hermann Möchel in the relay with which he was tenth. In the elimination competitions for the Olympic Winter Games 1960 Werner could not shine at first, but eventually qualified for the Games in Squaw Valley . There he not only competed in cross-country skiing, but also in biathlon. He ran over 15 kilometers in cross-country skiing to 24th place, with the relay to which Helmut Hagg , Werner Haase and Enno Röder also belonged, he came ninth.
