Dámaso Ruiz-Jarabo Colomer

Dámaso Ruiz-Jarabo Colomer (born June 20, 1949 in Madrid ; † November 12, 2009 in Luxembourg ) was a Spanish lawyer and advocate general at the European Court of Justice (ECJ).

Colomer studied law at the Complutense University of Madrid (UCM) and received his doctorate there in 1976. As assistant to García de Enterría, he taught administrative law at the UCM and was a judge in Ávila , Toledo and Madrid.

Between 1982 and 1987 he held professorships in criminal law at the Universidad Autónoma de Madrid (UAM) and the Universidad Pontificia de Comillas and did research on European law . In 1987 he became secretary at the ECJ.

From 1988 to the end of 1990 he was director of the private office of the President of the Spanish General Council of Justice (Consejo General del Poder Judicial). In 1992, the Spanish Council of Ministers appointed him ad hoc judge at the European Court of Human Rights in the Ruiz-Mateos case .

Colomer was appointed Advocate General at the ECJ by the governments of the EC member states in 1995 and confirmed in 1997. At the same time, the Spanish General Council of Justice appointed him judge of the 3rd Chamber of the Spanish Supreme Court in 1996.

On February 13, 2007, he recommended the judges of the European Court of Justice to uphold an action brought by the European Commission against Germany regarding the VW law . Due to the two seats of the government of Lower Saxony as required by law and the regulation of voting rights , it has a deterrent effect on the participation of private investors.

Ruiz-Jarabo Colomer died on November 12, 2009 in Luxembourg while he was serving as Advocate General. Pedro Cruz Villalón was appointed as his successor .
