When the Czech city of Ostrava announced in November 2016 that it had placed an order with Stadler Rail for the delivery of 40 standard-gauge low-floor trams, the Czech media reported about vehicles of the Metelitsa type developed for the Russian market. In January 2017, the manufacturer confirmed the order and spoke of 30 two-piece models and an option for ten more copies of the "adapted Tango". Political reasons may also have played a role in determining the name. The design image published at the time corresponded to the Metelitsa vehicle type delivered to St. Petersburg.

The 40 vehicles were delivered at an affordable price of just 45 million Swiss francs . In addition, Stadler was the only provider to offer an air conditioning system that was not requested in the tender. With the Nova, Stadler succeeded in entering the Czech market, which has been supplied exclusively by domestic tram manufacturers since the Second World War. The vehicle was developed at Stadler's Prague site , the car bodies come from Stadler's Minsk plant and the bogies from Winterthur . The final assembly was carried out in Siedlce, Poland, and certain assembly work in Ostrava.

When choosing the exterior design and the name, the public was involved with the possibility of submitting suggestions and an internet vote. The light blue color comes from the city's coat of arms, the outer doors are kept white and three exclamation marks are placed above one of the middle doors. The selected name in the spelling "Nova" derives from novelty (tschech. Novota) and Ostrava from. The first Nova was taken over by the Ostrava transport company on April 23, 2018, and the remaining vehicles are to be delivered by the end of 2020. The construction of the vehicle is based on the Metelitsa type developed for customers in the successor states of the Soviet Union and the Tango tram concept and was adapted by Stadler Prague to the conditions in Ostrava. The driver's cabs meet the mandatory crash standards in the European Union and come from the Tango tram family. In contrast to the Tango trams that were delivered before the order was placed, the Nova are completely low-floor in the standing area. Only the seats above the bogies have to be climbed via a step.

The vehicles have three two-axle bogies. As with the Metelitsa and the Tango, one of the car bodies is saddled onto the other part of the vehicle, which saves a bogie. The bogies allow a high level of driving comfort even at the maximum speed of 80 km / h required by the DPO. The asynchronous motors for driving the Novas are controlled by converters with IGBT transistors and can be recuperated .
