The German Center for Higher Education and Science Research (DZHW), based in Hanover, is a federal and state-funded institution that provides scientific analyzes and research-based services in the field of higher education.

The DZHW emerged on September 1, 2013 as a spin-off from the Hochschul-Informations-System (HIS) GmbH and has 192 employees (as of June 6, 2018) in the departments "Educational Trajectories and Employment", "Research System and Scientific Dynamics" , “Governance in Universities and Science”, “Infrastructure and Methods” and “Central Services and Administration”. The scientific managing director of the DZHW is Monika Jungbauer-Gans . The administrative director is Karen Schlüter, a lawyer. The DZHW is of long-term studies to university entrance qualifications , students (pause) n, students and college graduates (inn) en coined as well as scientific research in the areas of higher education governance and financing.

The DZHW is also active in university teaching: with the Leibniz University of Hanover , the DZHW operates the master's degree in “Science and Society”.

history

The forerunner organization, the University Information System (HIS GmbH), was founded in 1969 as a project by the Volkswagenwerk Foundation. In the course of the educational expansion, the aim at that time was to set up a service provider for the state central university structure planning and for the university administrations. One of the core tasks of HIS GmbH was therefore to provide information on the development of demand and demand for university study places as a supplement to the data from official statistics. Because only on this basis could the expansion of higher education, decided by social consensus, be realized with a significant increase in the number of students and the necessary infrastructure.

In 1976, the HIS GmbH was publicly sponsored by the federal and state governments. This date also marks the origin of university research, which was manifested within the institutions in the specially formed “Capacity and Organizational Studies” department. With German reunification and the accession of the new federal states as shareholders of HIS GmbH, a branch was established in Leipzig in 1991 by taking over part of the employees of the Central Institute for Youth Research of the GDR , which is still in existence today. From 1998 the research focus of university research was expressed in the new name of the department: student research, organization of study and teaching, university management and financing.

On September 1, 2010, the HIS Institute for University Research (HIS-HF) was founded as part of the HIS Hochschul-Informations-System GmbH. With the establishment of the institute, the strengthening of the research profile that had already been initiated in the years before should be documented externally. The DZHW was founded on September 1, 2013 by spinning off the HIS Institute for University Research together with the HIS University Development Department from HIS GmbH. The foundation of the DZHW was decided at the end of June 2013 by the Joint Science Conference (GWK) of the federal and state governments. On January 1, 2015, the “University Development” department was transferred to the HIS Institute for University Development (HIS-HE). The HIS-HE continues to exist in the legal form of an association. On January 1, 2016, the Berlin- based Institute for Research Information and Quality Assurance (iFQ) was integrated into the DZHW as the "Research System and Scientific Dynamics" department. In addition to the Berlin branch, the DZHW has a second, smaller branch at the University of Leipzig , where some of the staff in the "Educational Trajectories and Employment" department work.

tasks

The DZHW primarily fulfills three tasks:

  1. The center carries out research projects and data collection according to scientific quality standards in university and science research.
  2. In addition, the center provides research-based services for university and science policy.
  3. With the Research Data Center for University and Science Research (FDZ-DZHW), the center also provides a service in the field of research data infrastructure. The FDZ-DZHW, which opened in June 2017, makes the data from the center and other data-collecting institutions available to the scientific community.
