Deb, son of Krishna Chandra Deb, attended Khowai Elementary School and Brindaban College in Habiganj and then completed an undergraduate degree at the University of Calcutta , which he completed with a Bachelor of Arts (BA). He began his political engagement in the mass movement of an uprising of the tribal population and led an armed struggle against the repressive and feudal ruler of Tripura between 1948 and 1950 . In 1949 he became president of the tribal organization Tripura Raiya Ganamukti Parishad . In 1950 he joined the Communist Party of India (CPI) and was a member of its Central Committee (ZK) between 1951 and 1964 . In the 1952 election he was elected for the first time for the CPI in the constituency of East Tripura as a member of the Lok Sabha and belonged to this after re-elections in 1957 and 1962 until his defeat in the election from February 15 to 21, 1967 .

After the CPI split in 1964 because of differences within the party on the Sino- India border war , Deb joined the Communist Party of India (Marxist) (CPI (M)). Subsequently, between 1964 and the 16th party congress in October 1998, he was a member of the party's Central Committee. Chief Minister of Tripura

After leaving the Lok Sabha, he increasingly focused his political commitment on politics in the state of Tripura. In 1978 he was elected a member of the Legislative Assembly (Tripura Vidhan Sabha) for the first time and represented the Ramchandraghat constituency in western Tripura for four legislative periods until 1993 . After Nripen Chakraborty formed the first left-wing government in Tripura on January 5, 1978, Deb became Minister of Education and, after Chakraborty's re-election in 1983, Deputy Chief Minister of the state. He held this office until the defeat of the CPI (M) in the state elections and the associated end of Chakraborty's term of office on February 4, 1988. He was also Vice President of All India Kisan Sabha , the association of farmers within the CPI (M ), as well as its secretary in the state of Tripura.

In 1988 Deb became secretary of the CPI (M) in Tripura State. After his party's electoral victory, he finally became Chief Minister of Tripura on April 10, 1993 . For health reasons, he resigned on March 10, 1998 from the office of Chief Minister, whereupon Manik Sarkar took his place. At the same time he decided not to run again in the elections to the legislative assembly and died a few months later on October 14, 1998.

His marriage to Mangaleswari Debi in 1949 resulted in two sons and two daughters.
