The founding meeting took place in the historic council chamber of the town hall of St. John of the town of St. Johann on the Saar instead (since 1909 a district of Saarbrücken ). The first chairman was the founder, the Koblenz city secretary Josef Funken . In 1906 the business was extended to Prussia and in 1910 to the whole of the German Empire . The new name was now health insurance for the municipal officials and employees of the German Reich mutual insurance association - seat of Coblenz am Rhein .
