The building is the former Tranqueira , or Quartel Infantaria (infantry barracks) of the old Portuguese fortress Dilis from 1769, the Forte de Nossa Senhora da Conceição. The warehouse itself was built from 1871, making it Dili's oldest building. With two wings it encloses a small forecourt that is open to the Bay of Dili . Here the Avenida Marginal leads past Casa Europa, on the south side the Rua 30 de Agosto . Avenida Xavier do Amaral (formerly Avenida Bispo Medeiros ) leads past the west side . The covered entrance with four columns is on the south side. From 1895 the Tranqueira served as a barracks for the Portuguese infantry, after World War II for artillery and in the 1960s it belonged to the Companhia de Intendência , the quartermaster. After the 1974 invasion, the Indonesian military took over the building.

Between 2000 and 2002, the badly damaged building was first renovated under the direction of the World Bank . The main sponsors were the European Commission and the European Union. Under the name Uma Fukun , it served as an East Timorese cultural center with a dark red and white paint. An Uma Fukun is a house of secrets traditionally found in Timorese villages. It is closely related to the ancient animistic traditions .

On November 24, 2007, President José Ramos-Horta handed the building over to the European Commission and it was named Casa Europa . On November 24, 2008, after a renewed renovation, the now yellow and white representation of the European Union was officially inaugurated by President Ramos-Horta and the European Commissioner for Development and Humanitarian Aid Louis Michel .
