He was dismissed on March 2, 1592 because he opposed a visit to the Helmstedt University ordered by Heinrich Julius von Braunschweig-Wolfenbüttel .

He went to Wittenberg , where he ran a legal practice as a private individual. At that time he was mainly involved in state affairs at the imperial court in Prague. In 1605 he was appointed Imperial Councilor and before his death Emperor Rudolf II appointed Count Palatine .

Horst was an advocate of the scientific method of Ramism . As a specialist in Roman law he enjoyed contemporary reputation. His book "Tribonianea Jurisprudentia", published in 1579, was the first book printed in the city of Helmstedt. In it he presented a new kind of private law system, which is one of the earliest manifestations of the Ramist method in law.
