    The Duma of the Autonomous Okrug of Khanty-Mansi / Yugra ( Russian - is the Дума Ханты-Мансийского автономного округа Югры) Parliament of the Autonomous Okrug of Khanty-Mansi / Yugra in the Russian Federal District Urals based in Khanty-Mansiysk . The unicameral parliament was established in 1994 in accordance with the Constitution of the Russian Federation .

    history

    In the first legislative period , the MPs met for the first time on April 6, 1994. They mainly dealt with the creation of the legal framework for the communal development of the Khanty and Mansi / Ugra Autonomous Okrug. The first chairman was Sergei Sobyanin , who is now Lord Mayor of Moscow .

    The members of the second legislative term met for the first time in October 1996. On January 14, 2001 the members of the third legislative term were elected. This was followed by the election to the fourth Duma on March 12, 2006 and the fifth Duma on March 13, 2011. The current composition of the Duma was elected on September 18, 2016. It is the sixth legislative period.

    Electoral system

    The 38 members of parliament are elected equally by proportional representation and majority voting. The autonomous district of Khanty and Mansi / Ugra is divided into 19 constituencies , in each of which one candidate is elected with a relative majority . For the remaining 19 representatives elected by proportional representation, there is a 5 percent threshold for the parties.

    Representation of the indigenous peoples

    The Assembly of Representatives of the Indigenous Peoples of the North , whose chairman is ex officio Deputy Chairman of the Duma, currently consists of four MPs . Up until the fifth legislative period, the elections had their own constituency for the indigenous peoples , whose candidates were proposed by the congress of the numerically small indigenous peoples of the north in the territory of the Khanty-Mansi Autonomous Okrug . Since the sixth legislative period, representatives of indigenous peoples can only enter parliament like other candidates via proportional representation on party lists or through a direct mandate by means of an election victory in their own constituency. In the sixth legislative period, four members formed the assembly of representatives of the indigenous peoples of the north . The chairman of the assembly has been the former governor of the Khanty and Mansi / Yugra Autonomous Okrug , Eremei Danilowitsch Aipin ( United Russia ) , since the third legislative term . While he is Khanty nationality, the vice-chairman of the assembly is Mansic nationality; among the other two MPs in the assembly is another Khante and a Russian .

    The reason for the autonomous districts is to protect the indigenous population, even if the titular nations, as in the case of the autonomous district of the Khanty and Mansi / Ugra, only make up a fraction of the population. In the Russian Federation, however, it can be observed that protection is neglected by integrating autonomous counties into other federal subjects. This results in the loss of minority rights. Since three members of an indigenous people have not always been able to secure a seat in the Duma since the sixth legislative period, in view of the small proportion of the Khanty and Mansi population in the Autonomous Okrug, no member of a minority will be able to enter parliament in the future.

    Youth parliament

    The Autonomous Okrug of the Khanty and Mansi / Ugra has a youth parliament , which consists of 60 members from almost all the Rajons and Stadtrajonen of the Autonomous Okrug. From some districts (e.g. from the Stadtrajon Khanty-Mansiysk), an above-average number of young people are involved, while some districts are not represented. The youth parliament was convened for the first time on December 10, 2004 for the duration of the third legislative period.

    Various organizations and bodies send the deputies to this youth parliament. These include, for example, the Council of Working Youth in the Administration of the City of Pokachi , the Association of Children's and Youth Associations of the Khanty and Mansi Autonomous Okrug or the Duma of the City of Surgut , which are the delegating organization.

    The council of the youth parliament consists of the chairman of the youth parliament, its four deputies, the five chairmen of the technical committees and an executive secretary. The current chairman of the youth parliament is Nikolai Nikolayevich Sabolotnew (United Russia).

    The representative of the Duma of the Khanty and Mansi / Ugra Autonomous Okrug in the Federation Council of the Russian Federation , the upper house in the Russian Parliament , has been Eduard Vladimirovich Isakov , who has been a member of the United Russia party since 2004.
