The Federal Assembly ( Russian Федеральное Собрание ), and Federal Assembly called, is composed of two chambers existing Parliament of Russia . According to Article 94ff. of the Russian Constitution of 1993, the two chambers are defined as follows:
House of Lords: the Federation Council (170 seats, representatives of the federal subjects / member states)
Lower House: the State Duma (450 seats, elected by the people)
Both chambers of parliament are located in Moscow , but in different buildings. State Duma and Federation gather usually separately, with the exception of the annual speech of the Russian President of the Union as well as other extraordinary events.
