Eduard Anatolijowytsch Stawyzkyj ( Ukrainian Едуард Анатолійович Ставицький ; * 4. October 1972 in Lebedyn , Sumy , Ukrainian SSR ) is a former Ukrainian politician and was from December 24 2013 to February 27, 2014, "Minister of Energy and Coal Industry" of Ukraine in the government under President Viktor Yanukovych .

Life

He studied at the State Mining Academy in Dnipropetrovsk . From 1994 to 2002 he worked as managing director of the JSC “Scientific and Production Association for Green Fuel Ukraine” in Oleksandrija , Kirovohrad Oblast . In 2003 he received a Master of Public Administration from the Ukrainian Academy of Public Administration. From 2002 to 2006 he was chairman of the board of “Scientific and Production Association of Green Fuels Ukraine” and from 2006 advisor to the Ministry of Environmental Protection of Ukraine. From 2007 to 2010 he was chairman of the state energy company "Nadra Ukraine". In 2007 he moved to Donetsk near Viktor Yanukovych's family. 2011–2012 he was chairman of the State Service for Geology and Mineral Resources of Ukraine.

On April 20, 2012, he became Minister of Ecology and Natural Resources in the government of Mykola Azarov . He tried to diversify the natural gas supply in order to become more independent from Russia and said in June 2012 that the country would achieve gas independence from Russia by 2020. On December 24, 2012 he became Minister of Energy and Coal Industry of Ukraine. In January 2013, he was involved in the conclusion of a production participation agreement with Shell Ukraine , which aims to increase domestic shale gas production and encourage investment in Ukraine. At the 16th EU-Ukraine summit in Brussels in February 2013, he declared that in the near future Ukraine could secure 30 billion cubic meters of natural gas annually from the West and signed a protocol with the European Commissioner for Energy Günther Oettinger on the modernization of the Ukrainian Gas Transport System (GTS). In November 2013, he said that negotiations with Russia to settle US $ 882 million gas debts were nearing completion, but did not specify where Ukraine would take the debt to pay off.

On December 24, 2013, Stavitsky, along with other ministers, was removed from office by Ukrainian President Viktor Yanukovych and then fled abroad. After the change of government as a result of the Euromaidan riots, Ukrainian investigators said they found $ 4.8 million, 42 kilograms of gold, as well as precious stones and luxury watches in his house on March 22, 2014, which were immediately confiscated.

In April 2014, the EU put Stavitsky on a sanctions list as a result of the Ukraine crisis , which bans Stavitsky from entering the member states of the EU.
