Eemil Vihtori Luukka (born December 1, 1892 in Muolaa, today Prawdino , Russia as Emil Wiktor Luukka , † June 1, 1970 in Valkeakoski ) was a Finnish politician of the Land League and long-time President of the Karelia Association .

Luukka was born in Muolaa , a municipality southeast of Viipuri on the Karelian Isthmus in the Grand Duchy of Finland, which was then part of the Russian Empire. He grew up on the farm of his parents Yrjö Luukka and Hetti Määttänen and after attending primary school he worked as a farmer on this farm. In 1921 he married Hilda Tyyne Toukkari . He soon became active as a clerk for the community.

In 1936 Luukka was elected to the Finnish Parliament for the Landbund . He held his mandate for almost thirty years until 1966. After the winter war , through which his hometown Muolaa fell to the Soviet Union, he received a new farm to be cultivated in Sääksmäki near Valkeakoski . In 1944 he became Deputy Minister of the Interior for the first time in Antti Hackzell's interim cabinet . In the Cabinet Paasikivi II Luukka 1944-45 served as Minister of Agriculture. Luukka was also the Finnish Minister of Agriculture from 1960 to 1962 under the Prime Minister of the Land Association, Vieno Sukselainen and Martti Miettunen . During this time he was also temporarily Prime Minister from July 3 to 14, 1961.

As a native of Karelia, Eemil Luukka campaigned for the peaceful reintegration of Karelia in Finland soon after the war. From 1946 to 1967 he was President of the Karelia Federation , which pursued precisely this goal.
