The Elferrat is the parliament of the fool's kingdom in Carnival, Mardi Gras, Mardi Gras and Fastelovend. This consists of eleven dignitaries.

History of origin

The term probably has its roots in French law, which was introduced with the occupation of areas on the left bank of the Rhine by France after the French Revolution . This abbreviation was only introduced as a motto at the beginning of the Third Republic in 1871 and later declared the main maxim of the revolution. In the course of the revolution this was only one of many three formulas such as “salvation, strength, unity” and “strength, equality, justice”, which are by no means more common than the latter in historical documents from this period.

With the defeat of Napoleon had the temporary period of civil liberties to an end, and it came to the restoration of absolutism . According to Töller, the eleven for the number of board members of a carnival club, which has been the number of fools since the 16th century, probably comes from the first Aachen carnival club of the Florresei , which was founded in 1829. Because while eleven dignitaries are explicitly named in the statutes of the Florresei from 1829, there are apparently no sources that suggest a similar meaning of the number eleven in both Cologne and Düsseldorf carnivals for the period before 1830. In some cities there are separate female councils, such as the Achterrat in Freiburg, because the male-dominated traditional clubs only allow women in positions like the dance marie, but not in these representative positions.
