Elihan Tore Saghuniy (ʿAli Khan door, Alihan Tore Shakirjan Khoja ogli, علیخان, Chinese  艾力 汗 · 吐 烈 , Pinyin Àilìhàn · Tǔliè , Алихан тюре, * March 21, 1884 ; † February 28, 1976 ) was President of the Second East Turkestan Republic .

Elihan Tore was born in Tokmok (formerly: Balasagun ), Kyrgyzstan . In 1920 he fled the communist conquest to Kashgar in Xinjiang , China .

In April 1944 Elihan Tore together with Abdulkerim Abbas and ten others founded a liberation organization in Ghulja (Yining) to liberate Xinjiang from the Chinese nationalists (中華民國 國民 政府). On November 11, 1944, they started the Ili Rebellion with the support of the Soviet Union .

Elihan Tore was elected President of the Second East Turkestan Republic (ETR) in Ghulja on November 12, 1944, one day after the victory of the revolt. He held the rank of Marshal of the National Army of Ili , which was created on April 8, 1945.

Elihan Tore was the only ETR leader to oppose Joseph Stalin's orders to halt the National Army's offensive from Ili to Urumchi and to begin negotiations with the Kuomintang . At this point in time, the rebel army was facing a final victory over the Chinese nationalists in Xinjiang (East Turkestan). The difficult negotiations under mediation by the Soviets lasted eight months. Generalissimo Chiang Kai-shek offered to resolve the "Xinjiang crisis" peacefully. On June 12, 1946, six days after the signing of the "peace treaty" between representatives of the ETR and the Kuomintang, he was forcibly abducted by the KGB to the USSR and detained there. He spent the rest of his life under house arrest in Tashkent , where he wrote his book Türkistan kaygısı (Turkestan's Tragedy) about Xinjiang.
