As of the 2000 census , there were 15,697 residents, 4,990 households and 4,166 families in Elk Plain. The population density was 633.3 per km ². There were 5,211 housing units at a mean density of 210.2 per km².
The population consisted of 80.57% white , 5.4% African American , 1.23% Indian , 4.05% Asian , 1.37% Pacific islander , 1.48% from other "races" and 5.89% from two or more "races" . Hispanics or Latinos of "any race" made up 4.73% of the population.
Of the 4,990 households, 48.8% had children under the age of 18, 66.9% were run by married couples living together , 10.5% by single mothers; 16.5% were non-families. 12.1% of the households were singles and 2.6% were single persons over 65 years of age. The average household size was 3.12 and the average family size was 3.34 people.
