Catharina Pieternella (Ella) Vogelaar (born December 23, 1949 in Steenbergen , North Brabant , Netherlands ; † October 7, 2019 in Utrecht ) was a Dutch politician from the Partij van de Arbeid (PvdA).

Life

After completing school at the Rijks Hogere Burgerschool in Zierikzee , she studied between 1967 and 1972 at the “De Horst” social academy in Driebergen . Subsequently, she was an education officer for young workers in Gouda and then deputy director of the educational organization for young workers. In addition, she studied school pedagogy at the University of Amsterdam and graduated in 1987.

After working as a full-time member of the board of directors of the General Federation for Pedagogical Personnel (Algemene Bond voor Onderwijzend Personeel, ABOB), the education union within the Dutch trade union federation Federatie Nederlandse Vak Moving (FVN), she was chairwoman of the ABOB from 1988 to January 1994. Subsequently, between January 1994 and June 1997, she was vice-chairman of the FVN and thus deputy to Johan Stekelenburg .

In 1997 she became process manager for the cooperation of work and income in the Ministry of Social Affairs and Labor (Ministerie van Sociale Zaken en Werkigartheid) and in June 2000 project manager of the Ministry's Naturalization Task Force and held this position until 2002. At the same time, she was from July 2000 to February 2007 freelance consultant and from September 2000 to February 2007 chairwoman of the Association of Employing Companies (branchevereniging voor reïntegratiebedrijven, BoaBorea). In October 2019 she died in Utrecht at the age of 69.

politics

As a student, Vogelaar was a member of the Communist Partij van Nederland . She later became a member of the Partij van de Arbeid (PvdA).

On February 22nd, 2007 she was appointed Minister-President Jan Peter Balkenende as Minister without Portfolio in his fourth cabinet , where she was responsible for housing, life and integration until November 11th, 2008. Among other things, she took on problem areas, which have since been known as Vogelaarwijken .

The PvdA brought down the minister in November 2008. The fact that she had abolished the Verwijindex Antillianen , a registration of young people of Antillian origin who show problematic behavior in Dutch cities, was met with incomprehension . His successor as minister was Eberhard van der Laan , Mayor of Amsterdam since July 7, 2010 .

Vogelaar has been a member of the supervisory board of Resto VanHarte, the supervisory board of social restaurants in cities , since October 2009 .
