Enrique Eugenio Manuel de la Riva-Agüero Riglos y Looz (born September 6, 1857 in Lima , † July 10, 1930 in Rome ) was a Peruvian diplomat and politician of the Partido Civil , who, among other things, from 1897 to 1898, between 1899 and 1900 and again from 1915 to 1917 Prime Minister of Peru .

Life

Enrique Eugenio Manuel de la Riva-Agüero Riglos y Looz was a son of José de la Riva Agüero y Looz Corswarem , who was finance minister and foreign minister among other things, and a grandson of the former president José Mariano de la Riva Agüero y Sánchez Boquete . He graduated in law at the Universidad Nacional Mayor de San Marcos (UNMSM) and received in 1883 admitted to the lawyer , after which he became a professor of administrative law at the Universidad Nacional Mayor de San Marcos. In 1885 he was appointed Envoy Extraordinary and Minister Plenipotentiary in Bolivia , where he worked to prevent war between the two countries.

During the second term of office of President Nicolás de Piérola , he acted for the first time as Foreign Minister (Ministro de Relaciones Exteriores) between August 10, 1896 and May 16, 1898 . In January 1897 he was also acting minister of justice during the incumbent's absence. As the successor to Alejandro López de Romaña Alvizuri , he became Prime Minister of Peru (Presidente del Consejo de Ministros del Perú) for the first time on December 23, 1897 and held this office until May 16, 1898, when José Jorge Loayza succeeded him. In this role he began negotiations with Chile to end the problems of the Tacna Province and the Arica Province , which had been taken over by Chile after the Saltpeter War . As a result, a protocol was signed in which a referendum and arbitration were agreed.

After President Eduardo López de Romaña took office on September 8, 1899, Enrique de la Riva-Agüero y Looz became Prime Minister for the second time on December 14, 1899, succeeding Manuel María Gálvez Egúsquiza, and held this post until he was replaced by Enrique Coronel Zegarra y Cortés on August 30, 1900. At the same time he acted again as Foreign Minister between December 14, 1899 and August 31, 1900. In 1905 he was elected a member of the Senate for the province of Áncash and in 1907 was appointed Envoy Extraordinary and Plenipotentiary Minister in Argentina , where he remained accredited until 1910 . He was also Envoy Extraordinary and Minister Plenipotentiary in Spain between 1913 and 1915 .

During the tenure of President José Pardo y Barreda , Enrique Eugenio Manuel de la Riva-Agüero Riglos y Looz took over the post of Prime Minister for the third time on September 24, 1915 as the successor to Carlos Isaac Abril Galindo , which he now holds until his replacement by Francisco Tudela y Varela held on July 27, 1917. At the same time he acted again as Foreign Minister from August 18, 1915 to July 27, 1917. His government included Benjamín Puente (Minister of War and the Navy), Aurelio García y Lastres (Minister of Finance and Trade), Wenceslao Valera y Olano (Minister of Justice, Education and Cults), Luis julio Menéndez (Minister of Interior and Police and Minister for Post and Telegraphy) and Belisario Sosa (Minister for Development and Public Works).

His nephew José de la Riva-Agüero y Osma was also Prime Minister of Peru from 1933 to 1934.
