Erich Cibulka (2013)

Erich Cibulka (born July 5, 1963 in Vienna ) works as a management consultant , speaker and author at the interface of business, military and politics. He is a psychologist , officer with the rank of brigadier and since 2007 owner of a management consultancy. He also teaches as a lecturer at several (technical) universities.

Erich Cibulka is President of the Austrian Officers Society and Chairman of the Presidents' Conference of the Platform for Wehrhaftes Österreich (umbrella organization of Austrian military associations). As Vice President, he represents Austria in the international officers' association Confédération Interalliée des Officiers de Réserve (CIOR). He is married and has two children.

Professional background

During his studies, Erich Cibulka worked as a trainer in adult education and as a lecturer in teacher training at the Federal Pedagogical Institute for Lower Austria. As managing director of Helikon - Institute for Social Design and Integration Advice, he organized the series of events "Speech about Europe!" with guests such as Werner Fasslabend , Brigitte Ederer and Johannes Voggenhuber , who discussed the upcoming referendum on Austria's accession to the EU.

From 1994 to 1997 he was HR manager for Konsum Austria and Gerngross AG. In the course of the consumer bankruptcy, he implemented a drastic restructuring course. After UniCredit took over Bank Austria, he left the company and founded his own management consultancy. In 2012 Erich Cibulka developed the "Philadelphia Performance Profile" as an analysis method for measuring and controlling key resources in the company, which was recognized as an innovative service by the Vienna Business Agency.

Functions in the Austrian Chamber of Commerce

As head of collective bargaining for many years on the employers' side, Erich Cibulka was elected as deputy chairman of the Austrian telecommunications and broadcasting companies and professional group chairman for telecommunications in the Austrian Chamber of Commerce . In 2000 he was involved in the conclusion of the first collective agreement in Austria, which no longer provided for the seniority principle in the salary scales. In addition, he succeeded in reaching an agreement in a competitive industry on a joint position paper for the amendment to the Telecommunications Act and guidelines for the monitoring of mobile communications. After moving to the financial sector, he remained on the negotiating team for the collective agreement of banks and savings banks until 2006. Since 2002 he has been nominated by the Vienna Chamber of Commerce as an expert lay judge at the Vienna Labor and Social Court. From 2008 to 2013 he headed the "Corporate Culture Initiative" working group at the Vienna Chamber of Commerce

Military background

Erich Cibulka completed his basic military service and a preparatory cadre training in 1981/82 with the Landwehr Tribe Regiment (LWSR) 22 in Vienna. Thereafter, he was assigned as a group commander (RPAK) when Jägerbataillon (JgB) 5 and corporal transported. During his studies he completed a career as an officer and was retrained to the anti-tank guided weapon (PAL 2000). He became the commander of a PAL platoon and, after completing the leadership course, commander of a heavy company . His career as a troop officer ended after the staff course as S2 / JgB 5. He then completed the course to become an officer of the higher military technical service at the National Defense Academy and was appointed as an expert and military psychologist at the Institute for Human and Social Sciences at the National Defense Academy. During this time he taught as a guest teacher at the Theresian Military Academy and completed his training as a trainer for leadership behavior.

Since 2015 he has been a member of the advisory staff to the Chief of General Staff, General Robert Brieger . In December 2016 he was appointed Brigadier by the Federal President.

Austrian officers' society

Erich Cibulka was elected President of the Austrian Officers Association on November 9, 2013 by the Assembly of Delegates . He was re-elected for a further four years on October 17, 2015 and November 23, 2019.

As President, Cibulka is committed to ensuring that the constitutional requirements for the Austrian Armed Forces , the goals of the Austrian Security Strategy of July 2013 and the clear majority decision of the population in the referendum on conscription in Austria in 2013 are implemented. He therefore criticizes the fact that, due to the austerity measures taken in recent years, the armed forces are no longer sufficiently ready, the legally anchored militia system is being starved and legal opportunities for recruiting young people (Section 21 (3) of the Defense Act) are not used. Therefore the "Structural Package of the Austrian Armed Forces 2018" was heavily criticized.
