Tohvri took part in literary competitions in the early 1960s and published individual novels in the magazine Looming . He also wrote some radio plays and film scripts, as well as humoresques and satires , which also appeared in magazines, for example in Pikker .

Tohvri began writing novels after his retirement. He published numerous novels and novel cycles in quick succession, which made him one of the most widely read authors in Estonia at the beginning of the 21st century. Criticism cautiously praised his works, emphasized their realism and sometimes even made comparisons with Tammsaare . The author stands for the “dignity of the little man”, the structure of his story is “simple and clear, a praise for a life that is close to nature and people.” On the other hand, very critical voices are not lacking when a reviewer asks himself at the end: “ Are we back where we were a century and a half ago? "

In his own words, the author owes his popularity to the fact that he wrote "literature for ordinary people". “The first step of the stairs that lead to the top and that is easy to read. It is a different question whether all readers want to get to top literature at all. "
