Ernst Volkmann (Senator)

Ernst Oskar Volkmann (born February 25, 1881 in Kettwig / Ruhr ; † March 27, 1959 in Hamburg ) was a German administrative lawyer and finance senator for the Free City of Danzig (1921–1929).

Life

Ernst Volkmann was a son of the secret medical councilor Dr. Oskar Volkmann and relative of the surgeon Richard von Volkmann . He attended grammar school in Düsseldorf, where he passed his school leaving examination in 1909, and began studying law and political science at the University of Tübingen. Volkmann was a member of the Corps Rhenania Tübingen (1899), Borussia Halle (1900) and later also the Saxonia Frankfurt am Main.

In 1902 he passed the trainee exam, in 1907 (with distinction) the assessor exam. He completed his doctorate in 1905. Volkmann was active in the colonial service of the German Empire from 1908–1918, initially in 1909/1910 as a finance and trade advisor to the governorate in German East Africa , and from 1911 as a budget officer in the Reich Colonial Office . In 1918 he was a Councilor appointed to the Prussian Ministry of Finance. From 1921 to 1929 he was the independent Finance Senator of the Free City of Danzig under Senate President Heinrich Sahm . From 1924 to 1945 he had a teaching position in finance at the Technical University of Danzig . Volkmann was the only full-time senator to be recruited from outside. Financially, this was a gain for the Free City of Danzig in any case: He had a fortune in the millions and therefore paid more taxes in Danzig than he received senatorial salaries. He was responsible for the introduction of the Gdańsk guilder .

In 1945 Volkmann was expelled from Gdansk by the Poles with his wife Bertha and the family and settled first in Flensburg, later in Hamburg, where he lectured on finance, budget and tax law at the University of Hamburg from 1945 to 1955 . He was also an advisor to the Hamburg Senate for reparations issues and a trustee of larger companies. He died in 1959 and was buried in the Ohlsdorf cemetery in Hamburg.
