The European Maritime Force ( Euromarfor or EMF ) is a non-standing military unit with the current participation of France, Italy, Portugal and Spain. It has capacities for both sea , air and amphibious operations.

As a rapid reaction force , it is ready for action within five days.

The armed force was founded in 1995 to fulfill Petersberg tasks such as maritime domination , humanitarian aid , peacekeeping , crisis response and peace enforcement .

Dedicated primarily to the interests of the European Union , it can be deployed either within NATO or with a mandate from international organizations such as the United Nations or the OSCE .

history

With the Petersberg Declaration in 1992, the WEU began a process of changing its structures in order to adapt to the circumstances of a changed world after the end of the Cold War.

In this train, the types of armed forces were first identified in order to carry out new types of missions. Soon the four founding countries France, Italy, Portugal and Spain agreed to set up a multinational naval force. The constituent document of EUROMARFOR was signed on May 15, 1995, and the establishment was completed with the appointment of the Spanish Admiral Acedo Manteola as first commander. Feasibility and flexibility were already proven with the first activation in 1996. In 2001 Greece and Turkey then each provided an observer to demonstrate their interest in future accession.

In the years of its existence, more and more time has been invested in operations and maneuvers , the first operation in 2002 was Operation Coherent Behavior in the Eastern Mediterranean as the first autonomous operation of the four EMF nations, in close cooperation with NATO as part of Operation Active Endeavor .

After the end of the first mission, Operation Resolute Behavior followed in the Indian Ocean in 2003 to support the international Operation Enduring Freedom .

The participation of EUROMARFOR in operations of this kind highlighted the cohesion, determination and commitment of its members to join the international community's fight against terrorism . As a result, EMF proved to be efficient, mainly due to its very flexible structures, based not on the concept of a standing, but simply a structure that is then set up depending on the order.

December 6, 2011 - April 6, 2013 Fourth activation for participation in the EU operation Atalanta in the Indian Ocean.

    A Spanish shield , the field is blue, an olive branch with green leaves crosses a silver sword with a gold crossguard . In the middle there is a black anchor , in the upper field there are four five-pointed golden stars , in the lower field there are three silver wavy lines.

    • The shape of the escutcheon represents the defender
    • The blue color of the field stands for truthfulness and royalty and is reminiscent of the flag of the European Union
    • The four gold stars stand for the founding nations: France, Italy, Portugal and Spain.
    • The sword represents justice and military honor
    • The olive branch stands for peace and agreement, reminds of the mission goals of humanitarian aid, peacekeeping, crisis response and peace enforcement
