Life

On November 10, 1870, he married Sophie Arntzen (December 26, 1842-19 May 1913), daughter of the clerk Karelius August Arntzen (1802-1875) and his wife Hanna Maria Gjerdrumine Arntzen (1808-1869). His brother was Oluf Rygh , a temporary member of Det lærde Holland .

Rygh studied law and passed his exam in 1864. During this time he met the members of the student group "Det lærde Holland" and was also active as a writer for various newspaper articles. In 1865 he took up a position in the finance department. From 1866 to 1867 he received a university scholarship to study economics in Great Britain and France. From there he also wrote articles on French politics for the Morgenblad . He then returned to his position in the finance department, where he was department head in 1869 and in 1872 Ekspedisjonssekretær. In 1875 he was elected to Christiania's "Formandsskab" and was Ordfører from 1892 to 1893. In 1879 he received an offer to join the government of Frederik Stang , which he turned down because he did not share their view on the question of admitting the Council of State to the Storting negotiations. From 1880 to 1893 he was mayor of Christiania. At this time he was also active in various offices that dealt with the railway system. In 1882 he also worked on the draft of a neighboring law. After 1884 he became more involved in politics and was part of the moderate wing of the " Høyre " (the right wing). From 1889 to 1891 he was Minister of Finance in Emil Stang's first government . In 1893 he became director of the "Christiania Sparebank", a position he held until his death. Until 1893 he was also a member of the management of the "Kristiania Hypotek- og Realkreditbank", which he had co-founded in 1886. He was deputy delegate from 1886 to 1888 and from 1889 to 1891 and from 1892 to 1894 delegate for Christiania im Storting. In 1894 he became chairman of the board of "Selskabet for Norges Vel". From 1895 to 1896 he was also chairman of the committee that drew up a new trade agreement (Mellemrigslov) with Sweden, the draft of which is essentially based on him. In 1885 he was responsible for the establishment of "Christiania Telefonselskab", which he then headed.

When Emil Stang formed his second government, Rygh was sought after as finance minister. But despite the pressure on him to take this position, he turned down the position. That was his departure from politics. He was now primarily concerned with the management of the bank and took on various management functions in organizations and institutions with cultural and social tasks. He was chairman of the Association for the Establishment of a National Theater and after 1899 director of the theater. He also took care of the recreation area in the area of Holmenkollen-Voksenkollen. That is why his bust stands as a memorial near the Holmenkollen winter sports facility .
