Specialist for office communication

Specialized employee for office communication (FAB) from 1992 to 2014 in Germany approved a three-year apprenticeship in the field of public service to the Vocational Training Act (Vocational Training Act).

Specialists in office communication are in the administrations of federal , countries and municipalities involved and other public facilities such. B. in foundations under public law, in public business and professional bodies, public broadcasters , in hospitals and at universities. Here they mainly relieve the respective clerks of routine and typing tasks . The main focus of their work is the transmission of the spoken and written word through workstation computers, telephones , faxes , video / telephone conferences , e-mail and other technical means. In addition, they participate in simple administrative tasks.

As of August 1, 2014, the three office professions - specialist for office communication , clerk for office communication and office clerk  - were merged to form the new job profile for office management .

The job represents the counterpart to the office communication clerk and was specially designed for the public sector . It is closely related to the profession of administrative clerk , but differs from it mainly in the less strongly legal education. This training occupation is the further development of the earlier training to become a steno secretary, where mostly female employees were specifically trained for the anteroom or assistant service. This training enables the graduates not only to work as assistants, but also to work as clerks in public administration. During the training, the training conditions are agreed in the collective agreement for trainees in the public service (TVAöD).

The job titles of administrative clerk and specialist for office communication in public administration are classified as equal. This can also be seen in the fact that both trainees can move up to become an administrative specialist via the salaried employee examination II.

After their training, specialists for office communication are usually taken on in an employee relationship that is based on the provisions of the collective agreements in the public service ( collective agreement for the public service (TVöD), collective agreement for the public service of the federal states (TV-L), etc.); the earlier collective agreements such as the federal employee collective agreement (BAT) or the general collective agreement for workers of the federal and state governments (MTArb) no longer apply. The activities are comparable to those of simple and middle civil servant careers.

Financial aspects

Employees at the federal government and local authorities receive a table fee (abbreviated to: fee). They are grouped into pay groups between 1 and 15, which in turn are divided into 6 levels (levels 1 and 2 are the basic pay, levels 3 to 6 correspond to development levels according to the automatic tariff). The lowest basic pay is 1,670.94 euros (pay group 1, level 2) both at the federal level and at the municipalities. The highest achievable remuneration for the federal government is 5,878.91 euros (pay group 15, development level  5 ) and for the municipalities 6,183.20 euros (pay group 15, development level  6 ).

Apprentices who complete their apprenticeship with the federal government or local authorities each receive the same training remuneration (gross), while the remuneration for apprentices in the federal states (see below) differs.
