The Flexity Zurich is a low-floor - trams of Flexity 2 platform of Bombardier Transportation for the Zurich Public Transport (VBZ). It is a further development of the Flexity Outlook family . The commissioning of the first trams is planned for autumn 2020. The last of the 70 compositions is scheduled to go into operation in 2024.Template: future / in 4 years

The new trams will first be used on lines 11 and 4. With a length of over 42 meters, the Flexity is longer than the platforms at the Kunsthaus ( Rämistrasse ) and Toblerplatz stops. Use on lines 5, 6 and 9 will therefore not be possible.

Procurement history

In 2011 there was a public tender according to GATT / WTO for 70 new tram vehicles (two-stage process).

In autumn 2013 the offers were fully evaluated. The most economical offer was the Flexity Zurich vehicle from Bombardier Transportation. In January 2014 the Verkehrsbetriebe Zürich (VBZ) applied for a cost credit from the Zürcher Verkehrsverbund (ZVV) for the award to Bombardier Transportation. After differences in the proof of economic viability, an assessment was made by an expert. In October 2014, the Transport Council of the Canton of Zurich rejected the VBZ's request for a reimbursement of costs.

The VBZ lodged a complaint with the government council. As a result, this overturned the decision of the Transport Council in September 2015. In January 2016, an appraiser was again commissioned to review the offers. The second opinion of the expert confirmed the result of the VBZ evaluation after a comprehensive examination.

In April 2016, the Transport Council issued a cost approval. The city council decided on the award in May 2016. As a result, the unsuccessful providers Siemens Mobility and Stadler Rail appealed against the award to the Zurich Administrative Court. In February 2017 the administrative court denied the complainants suspensive effect. VBZ and Bombardier Switzerland signed the contract for work and services in March 2017.

In April 2017, the administrative court wrote off the proceedings as closed as the complainants withdrew. VBZ and Bombardier launched the implementation of the contract.

Specification phase 1 was completed in September 2017, and specification phase 2 in March 2018. In April 2018, the maquette created by the VBZ was unveiled . The construction of the vehicles began in October 2018. They are intended to replace the first and second series of the Tram 2000 series , which means that all VBZ trams will have at least one low-floor entrance. In November 2019, the first tram train was delivered from Bautzen to VBZ.

Flexity on test drive in February 2020

The corona pandemic led to further delays in the commissioning of the first Flexity, which is planned for May 2020. On the one hand, there were delays in construction due to business interruptions at suppliers, on the other hand, test drives with specialists from the supplier could not be carried out due to entry bans. The approval from the Federal Office of Transport is expected in autumn 2020. Eight trains should have been delivered by the end of the year if there are no further delays due to the pandemic.
