The pilots' and air defense troops school (FlFlATS) of the Austrian Federal Army is since 11 July 2007 for the training of all officers and non-commissioned officers of the Military Branches pilots and air defense , as well as in the fields of air surveillance , aerial reconnaissance and aeronautical engineering in charge. Research and development activities (R&D) in these areas are covered by the basic department, which is the competence center of the associations of the air section. Origin and goals

The merger of the Aviation School (FlS, Zeltweg ) with the Air Defense School (FlAS, Langenlebarn ) in Langenlebarn was decided as part of the reform of the Austrian Armed Forces. Since 1976 the Aviation School (FlS) in Zeltweg was the training center for the military pilots of the armed forces. However, it was neither organizationally nor in terms of personnel in a position to cover all areas of training for the air force, as well as the required subject areas of research, development and basic work. This disadvantage is now eliminated with the FlFlATS. The FlFlATS support staff was entrusted with the management of the Aviation School, the Air Defense School, the Aviation Technology teaching department of the Army Supply School , the 4th light anti- aircraft guided missile battery and the 2nd Squadron of the 1st Air Regiment. The formation of the FlFlATS as a troop school has the following goals: integration of cooperating armed branches or disciplines, training of all mission-relevant topics for the air sub-unit and its airspace surveillance (LRÜ) and air support (LuU) units, creation of synergies through cross-branch training, basic work and the common leadership and administration. While parts of the Aviation and Aircraft Ground Services institutes are located in Zeltweg, the FlFlATS command and all other institutes are based in Langenlebarn.

Basic department

The basic department is also the school's think tank. The concentration of the basic work in separate departments is an essential innovation in the school landscape of the armed forces. The aim is to work with the training institutes to create guidelines that help ensure the deployment of air forces within the framework of Integrated Air Defense . Consequently, officer training and officer training are also assigned to the basic department. The presentations and their main tasks are as follows:

  • Air Operations Unit

The Aviator Institute

The Flieger Institute (Inst Fl) of the FlFlATS is formed from the Fliegerschule (FlS) and the 2nd Squadron of the Fliegerregiment 1 (2nd Sta / FlR1) and is concentrated in two locations: At the Hinterstoisser Air Base in Zeltweg, the institute management emerged from the Aviation School , the training department for fixed-wing aircraft (LAbt FläFlz) and the department for aviation technology (Abt FlTe).

At the Brumowski Air Base in Langenlebarn, the Helicopter Training Department (LAbt HS) and the Helicopter Technology Department (Abbot HSTe) emerged from the 2nd Squadron of Air Regiment 1. With a total of 136 jobs (113 of which are systemic jobs), the Flieger Institute is the most senior training element of the FlFlATS. By taking over the helicopter training, which previously had to be carried out entirely by the troops themselves, the troops should be significantly relieved and thus put in a position to cover the required operational tasks. For this it is necessary that from the now taken over 2.Sta / FlR1, which so far "only" carried out the basic helicopter training, a training element grows which can cover the entire operational pilot training for helicopter pilots.

A new training concept for military pilot training was developed in order to fulfill future tasks and in accordance with the requirements of the ÖBH management in 2010 and the training philosophy. Preparatory measures for the licensing of the Institute Flieger by the civil aviation authority as a Flying Training Organization (FTO) are already underway at the Aviation School, in accordance with the applicable European guidelines. This also ensures the civilian recognition of military pilot training and creates an essential basis for international military and civil cooperation in the field of pilot training.

The anti-aircraft institute

The anti-aircraft school has been replaced by the anti-aircraft institute. This consists of the teaching department as well as the department for anti-aircraft shooting and simulation of the anti-aircraft school. The following organizational elements are formed: Administration; a teaching group for anti-aircraft command, radar and reconnaissance (previously two teaching groups); a training group for anti-aircraft weapons (previously two teaching groups: barrel weapons and guided weapons); a teaching group for anti-aircraft simulators (previously a department with, among other things, the three organizational elements of radar, gun and light anti-aircraft guided missile for simulator training). In the anti-aircraft weapon branch, both the cadres and the militiamen are trained in tactics and on the following systems: 35 mm twin anti-aircraft gun ; "Mistral" anti-aircraft missile ; Fire control unit 98 Skyguard ; Reconnaissance and target assignment radar. Furthermore, the training takes place in the areas of air traffic control, aircraft detection service and anti-aircraft defense for all troops. Modern simulators for barrel and guided weapons as well as the fire control device 98 are used.

In addition, the Air Defense Institute is also responsible for the preparation and implementation of ground target, air target and air-to-air shooting (with cannons) at home and abroad, the creation of regulations, leaflets and training aids, the testing of equipment when new equipment is launched , the modification of equipment, the referee service for exercises or relocations as well as for the participation in exercises in adequate functions. A very important area of ​​responsibility is also the research and teaching to support the basic department in the areas of air space regulation (related to air defense), national and international command systems, electronic combat in terms of anti-aircraft radar, threats from the air, aircraft detection service and other tasks relating to air defense.

The Institute of Aircraft Ground Services

The Aircraft Ground Services Institute is being completely reorganized as an element of the school structure. The following departments are organized in the institute:

  • The Aviation Guidance Support and Electronic Warfare teaching group carries out qualified advanced training in the areas of information and communication technology as well as electronic warfare for the specific needs of the air force. This is done in particular for the electronic warfare sub-area as part of an integrated, cross-weapon training course for the specialist staff in the function.
  • The air surveillance teaching group is based in Zeltweg and is responsible for training the radar operations personnel. This includes the planning and implementation of operational courses for officers and NCOs in the specialist area as well as the necessary basic work.
  • In the military meteorological service teaching group , training to become a weather reporter, weather observer, weather service technician, weather service supervisor, weather advisor and military meteorologist is carried out. Furthermore, the qualified advanced and advanced training of the military meteorological personnel of all weather services is ensured. In addition, the teaching group performs the part of meteorological training in military pilots, aircraft technicians, air traffic control, air reconnaissance and artillery training. In the future, the meteorological training part of the NBC defense force, the parachute jump instructor training and the qualified alpine training personnel will be covered by the military meteorological service teaching group.
  • The aerial reconnaissance teaching group will train in the following areas as part of the German-Austrian "training cooperation for military aerial formators": tactics and procedures, aerial photo, radar, video and infrared analysis and aerial photo processing.

The Aviation Technology Institute

The Aviation Technology Institute (Inst LFT) of the FlFlATS has the task of maintaining specialist aviation training from prospective military aircraft supervisors to senior military aviation technicians - for both soldiers and civil servants. So that the goals and requirements resulting from the transformation of the armed forces can also be implemented or fulfilled, the FlFlATS was commissioned to certify civil aviation training according to the guidelines of the European Commission. For this purpose, a training association has been formed with the Langenlebarn-based Federal College for Flight Technology , for which the FlFlATS performs part of the school maintenance tasks. In addition to adapting the theoretical content of the technical training for military aviation technicians, this task also resulted in a significant expansion of the practical components. These practical parts will in future be covered by the collaboration between the Aviation Technology Institute and the Flieger Institute.

Advantages are expected in the form of synergies that should result from the joint use of resources and from the reduction of training times in the military through the recognition of civilian educational background. Conversely, soldiers have the opportunity to use the recognized technical training in aviation directly in civil aviation companies after a period of time has ended. An essential benefit that results from the certification is the uniform, transparent and traceable training process, which is guaranteed by a quality assurance system.

New at the Institute of Aviation Technology is the air transport training course. This topic has gained great importance due to the increased international engagement of the armed forces, since the greatest possible safety must be guaranteed when transporting goods with aircraft. Here, too, it is important to develop and offer training courses for specialist personnel that comply with international guidelines and must be certified by relevant authorities (e.g. by the International Air Transport Association - IATA).

Another new area of ​​responsibility is the aircraft rescue service. Here the spectrum ranges from fire prevention and professional fire fighting on aircraft to the rescue of people from crashed aircraft and the aircraft themselves to the decontamination of crews and entire aircraft. This area of ​​responsibility also becomes very important in the course of international missions in which aeronautical elements operate from field facilities.
