Florencio Barsana "Butch" Abad (born July 13, 1954 in Sampaloc , Manila ) is a Filipino politician .

biography

Abad is the son of Jorge Abad and Aurora Barsana-Abad, who were both members of the House of Representatives of the Philippines and alternately represented the only electoral district of Batanes Province between 1949 and 1972 with short interruptions .

After attending the Lourdes School in Quezon City and the high school of the Ateneo de Manila University , he studied business administration at the Ateneo de Manila University, where he earned a Bachelor of Science (BS Business Administration) in 1980 . During his studies between 1976 and 1979 he was active as a union official of the Federation of Free Workers and employee of the Ateneo de Manila University ( Federation of Free Workers / Ateneo Workers College ). He then studied there and Law and graduated in 1985 with a Bachelor of Laws from (LL.B.).

Then he was in the private sector active and founding president of Batanes Development Foundation Inc. , President of Kaisahan Tungo sa Kaunlaran ng Kanayunan at Repormang Pansakahan and trustee ( Trustee ) of the National Peace Conference , the Gaston Z. Ortigas Peace Institute , the Coalition for Peace , the Coconut Industry Reform Movement and the Philippine Agrarian Reform Foundation for National Development .

After graduating he was from 1986 to 1987 director of research at the Center for Social Policy and Public Affairs ( Center for Social Policy and Public Affairs worked) of the Ateneo de Manila University. He was then elected to the House of Representatives for the first time in 1987 ( Kapulungán ng mgá Kinatawán ng Pilipinas ) and represented the only electoral district of Batanes Province until 1990 for an electoral term like his parents. In 1990 he was appointed Minister for Agrarian Reform ( Secretary Agrarian Reform ) by President Corazon Aquino in their cabinet, of which he was, however, only for a short time.

After working again in the private sector, from 1992 to 1993 he was the administrative director of KAISAHAN, an organization for solidarity in agricultural reform and rural development. At the same time he was from 1992 to 1995 Lecturer at the Economics Faculty ( Graduate School of Business working) of the Ateneo de Manila University. In addition, from 1994 to 1995 he was Executive Director of the National Bureau of the Liberal Party . At the same time, he completed postgraduate studies in public administration at the John F. Kennedy School of Government at Harvard University in 1994 , where he obtained a Master of Arts (MA in Public Administration).

In 1995 Abad was re-elected as a member of the House of Representatives and was a member of the House of Representatives after his re-elections in 1998 and 2001 as a representative of the Batanes Province until 2004. On 18 August 2004 he was selected by President Gloria Macapagal-Arroyo to the Minister of Education ( Secretary of Education appointed) in the cabinet and held this office by 2005. After the elections in the Philippines in 2010 , Florencio Abad was on June 30, 2010 by President Benigno Aquino III. appointed Secretary of Budget and Management in his cabinet.

His daughter Julia Abad was also a member of President Aquino's cabinet as head of the presidential staff.
