His father served in the Royal Dutch Indian Army . At the age of 11 he was sent to his aunt and uncle in Amsterdam in 1875 to complete his education.

In 1882 he became a student of Frederik Nachtweh (1857–1941), under whose supervision he was accepted into the Rijksakademie van beeldende kunsten . From 1883 to 1888 he studied with August Allebé and Barend Wijnveld (1820–1902).

After studying in Amsterdam, he spent another two years at the Koninklijke Academie voor Schöne Kunsten in Antwerp with Charles Verlat .

Back in Amsterdam, Arntzenius became a member of the artists' association " Arti et Amicitiae " (1890) and the Amsterdam Guild of St. Luke (1891). He owned a studio on Sarphatistraat. In 1892 his mother was widowed and moved to The Hague, and Arntzenius also moved there to run her company.

In 1892 Arntzenius became a member of the " Pulchri Studio " in The Hague. From 1893 to 1895 he shared the former studio of Bernard Blommers with Cornelis Antonie van Waning (1861–1929).

In his first years in The Hague, he painted landscapes in the typical style of the Hague School . Arntzenius later switched to painting cityscapes and street scenes, mostly in fog or rainy weather, with reflections on the wet asphalt. He also painted a lot in Scheveningen , which had changed from the poor fishing village to a popular seaside resort since the arrival of Jozef Israëls and Hendrik Willem Mesdag .

He won prizes at exhibitions in Munich, Venice, Pittsburgh and Brussels and his works sold well during his lifetime. His friends in The Hague included Willem Maris , Willem Bastiaan Tholen , Bernard Blommers and Herman Johannes van der Weele . In 1910 he opened a studio and began recording students, including a. Herman Heuff, Ina Hoff, Leo van der Lubbe and Jan Wittenberg.
