Group status in German state parliaments

The following list provides an overview of the minimum requirements that must be met in the respective federal state so that an association of members of the respective state parliament receives the status of a parliamentary group .

Note : "... of a party" means throughout this list "... one and the same party" or "... one and the same group of voters"

State Parliament of Baden-Württemberg 6 members of one party
Bavarian State Parliament Member of a party that received at least 5 percent of the total number of votes and at least five seats in the previous state election.
Berlin House of Representatives So many MPs from a party or MPs who have been nominated by a party as candidates for election that they correspond to at least 5 percent of the minimum number of members of the House of Representatives (with the approval of the House of Representatives also MPs who do not belong to the same party or from the same party as Election candidates have been placed). It is possible to combine fewer MPs to form a group .
Brandenburg State Parliament 5 MPs from a party, political association or list association or MPs who have been nominated by a party / political association / list association as candidates for election. A parliamentary group can also consist of 4 MPs if their party / political association / list association achieved a total second vote share of at least five percent in the previous state election. (A different composition is also possible with the approval of the state parliament.) It is possible to combine at least 3 members to form a group .
Bremen citizenship 5 MPs from a party or MPs who have been nominated by a party as candidates for election. (With the consent of the citizens, a different composition is also possible.) It is possible to combine at least 3 members to form a group .
Hamburg citizenship So many MPs that they correspond to at least 5 percent of the minimum number of members of the citizenship. The combination of fewer deputies to a group is possible if at least one seat is accounted for by the deputies in a committee.

State Parliament of Mecklenburg-Western Pomerania 4 MPs
Lower Saxony State Parliament Member of a party that achieved the share of the total number of votes required by the state election law in the previous state election (5 percent).
State Parliament of North Rhine-Westphalia So many MPs that they correspond to at least 5 percent of the number of members in the state parliament. (Exceptions can be decided by the state parliament.)
Landtag Rhineland-Palatinate Member of a party that was elected to the state parliament in the previous election (5 percent of the second votes are required for this).
State Parliament of the Saarland 2 MPs
Saxon State Parliament 7 members of a party or members who were elected to the state parliament on the basis of election proposals from a party. (The members of a party or members who were elected to the state parliament on the basis of election proposals from one party may not form several parliamentary groups.)
State Parliament of Saxony-Anhalt 5 members of a party or list association or members who have been nominated by a party / list association as candidates for election, whereby the party / list association must have achieved the proportion of the total number of votes required by the state election law (5 percent) in the previous state election. (With the approval of the state parliament, a different composition is also possible.)
Schleswig-Holstein State Parliament Member of a party that is represented by at least 4 members in the state parliament. (With the approval of the state parliament, members of parliament who do not belong to the same party can join forces.) The member or members of a party belonging to the Danish minority are entitled to the rights of a parliamentary group.
Thuringian Parliament So many members of one party or list that they correspond to at least 5 percent of the minimum number of members of the state parliament.

For comparison: In the German Bundestag a parliamentary group is formed from at least five percent of the members of the Bundestag, when at least three MPs and less than five percent of the seats are spoken of as a group .
