Franz Baumann (born September 23, 1953 in Schramberg ) is a German former UN official who until the end of 2015 served as Assistant Secretary General and Special Advisor for environmental issues and peace missions of the United Nations. Since 2017 he has been visiting professor at New York University (Graduate School of Arts and Science, Program in International Relations)

biography

Baumann attended elementary school in Schramberg and passed his matriculation examination in 1973 at the Schramberg grammar school . He then studied administrative sciences with a focus on international affairs at the University of Konstanz and, in 1975, art history at the University of Bristol ( Great Britain ). He completed his degree in administrative sciences in 1979 in Constance and obtained his doctorate in political science from Carleton University in Ottawa (Canada) in 1992 .

His wife, Barbara Gibson, is a Canadian diplomat. From 2004 to 2008 she was Ambassador to the Organization for Security and Cooperation in Europe in Vienna, 2015 Deputy Secretary General and 2016 Secretary General of the Independent Commission on Multilateralism (ICM).

Their daughter was born in 2000.

Professional career

In 1976 Baumann worked for the European Parliament in Luxembourg, in 1979 he moved to the European Commission in Brussels and in 1980 worked for the electronics company Siemens in Munich .

Baumann began his career at the United Nations between 1980 and 1982 as an Associate Expert in Nigeria for the United Nations Development Program (UNDP) and the United Nations Industrial Development Organization (UNIDO). He then worked in various departments in the United Nations Secretariat, including Management, Peacekeeping Operations and the Office of the Secretary-General. In 1993 he was the administrative director of the joint human rights monitoring mission of the United Nations and the Organization of American States in Haiti (MICIVIH).

In 2002 he was appointed Administrative Director of the Vienna Office of the United Nations ( UNOV ), in 2004 Deputy Director General of UNOV, in 2006 Deputy Executive Director of the Office for Drugs and Crime (UNODC) and in 2007 Acting Head of the Office for Outer Space Affairs (OOSA).

From 2009 to 2015 he was Assistant Secretary General at the United Nations Secretariat in New York, initially for the General Assembly and Conference Organization, then coordinator for the introduction of Umoja , the new software system of the United Nations, and finally special advisor for environmental issues and peace missions the United Nations. This made Baumann the highest-ranking German UN official at the time.

He is a Senior Fellow and a member of the Board of Trustees of the Hertie School in Berlin.

He is also a member of the Board of Directors of the Academic Council on the UN System and the Advisory Board of the Center for UN Studies at the University of Buckingham, England.
