Franz Josef Kayser

Franz Josef Kayser (born September 29, 1928 in Cologne ; † March 3, 2015 ) was a German politician ( CDU ) and publisher . From 1972 to 1982 and again from 1990 to 1999 he was the last honorary mayor of the North Rhine-Westphalian city ​​of Bad Honnef .

Life

After studying and working as a state parliament and economic correspondent for the international news agency AFP, Kayser came to Honnef ( Bad Honnef from 1960 ). There he acquired the Honnefer Volkszeitung (HVZ) from the founding family in the early 1950s . He headed it full-time for almost five decades until 2002 as a publisher and editor. It was last seen as one of the smallest daily newspapers in Germany and was also discontinued in 2002.

Kayser was married and had two sons. He was buried in the old cemetery in his hometown.

Political career

From 1959 Kayser worked on the board of the CDU city association. In 1961 he was elected to the city council of Bad Honnef for the first time. From 1969 to 1971 he was chairman of the CDU parliamentary group there. In January 1972 his election followed the successor to the longtime incumbent Jacob Mölbert for honorary mayor of the city. From 1975 to 1979 he was also chairman of the city association of the CDU. In 1979 Kayser was elected to the district council of the Rhein-Sieg district . Due to an alleged billing scandal involving the city's health clinics, in the course of which the public prosecutor's office investigated and finally brought charges against Kayser and other representatives of the city after a complaint of fraud by the Federal Insurance Agency for employees in June 1979, he resigned from the mayor's office in May 1982 ; the case was dropped in June 1984 for lack of evidence. His membership in the district council ended in 1989. Kayser was again mayor of Bad Honnef from September 1990 to 1999. 2003 also ended his membership in the city council.

For a period of over 40 years, Kayser was a member of the Bad Honnef Stadtsparkasse , many of which were chairman of the administrative board.
