Franz Mayer (legal scholar, 1968)

Franz Christian Mayer (* 1968 in Idar-Oberstein ) is a German lawyer . He teaches public law, European law, international law, comparative law and legal policy at Bielefeld University .

Life

From 1988 Mayer studied law , political science and modern history at the Rheinische Friedrich-Wilhelms-Universität Bonn , the Institut d'études politiques de Paris , the University Paris 1 Panthéon-Sorbonne and the Ludwig-Maximilians-Universität Munich . In 1991 he received the Certificat d'Etudes Politiques Institut d'Etudes Politiques de Paris and passed the first state law examination in 1994 . In 1995 he received a Master of Laws (LLM) degree from Yale Law School . From 1995 to 1997, I did my legal clerkship in the district of the Higher Court in Berlin . Franz Mayer became a research associate of Ingolf Pernice in November 1997 , including in the DFG research project "European Constitutional Law". He did his doctorate in 1999 with Bruno Simma in Munich, followed by a research stay at Harvard Law School in 2000 . In 2001 he became a research assistant at Ingolf Pernice. 2005 habilitation he at the Humboldt University of Berlin in public law , European law , international law , comparative law and legal policy and was a lecturer at the Humboldt University.

In the winter semester 2006/2007 he represented the chair for public law, European and international law at the University of Bielefeld and was a lecturer at the European University Viadrina in Frankfurt (Oder) . In the summer semester 2007 there was another substitute at the University of Bielefeld and in May 2007 the appointment to a professorship in Bielefeld. Since September 2007, Mayer has held the chair for public law, European law, international law, comparative law and legal policy at the Faculty of Law at Bielefeld University. In December 2007, he turned down an offer from the German University of Administrative Sciences Speyer . During the winter semester 2007/2008 he was visiting professor at the University of Paris 1 Panthéon-Sorbonne. From 2008 to 2009 he represented the German Bundestag before the Federal Constitutional Court in the proceedings relating to the Lisbon Treaty .

Franz Mayer has become known to the public as represented by the German Bundestag . Before the Federal Constitutional Court he declared on July 5, 2011 that the complaints in the matter of "aid to Greece" and "euro rescue package" were unfounded. The complainants are invoking a new type of right that has not yet existed, namely a comprehensive basic right to democracy . However, there is no reason for the recognition of such a basic right and the associated expansion of the possibilities for constitutional complaints.
