Bundestag

Romer was a member of the German Bundestag for the first time from 1990 to 1994 and again from February 1, 1996 to 2009. In 1996 he moved up for the deceased MP Rainer Haungs . An election review complaint was lodged with the Federal Constitutional Court against Rainer moving up for MP Rainer Haug, who had occupied an overhanging mandate . With the so-called successor ruling of February 26, 1998, the Federal Constitutional Court ended the longstanding practice of advancing a member of parliament to an overhanging mandate. However, the decision had no effect on Franz Romer's remaining in the Bundestag, for which the constitutional court allowed an exception.

Romer was elected to the Bundestag as a directly elected member of the Biberach constituency in 1990 and 1996 via the Baden-Württemberg state list as well as in 1998 (48.5%), 2002 (57.7%) and 2005 (52.4%) . For the 2009 election Romer has not raced for more.
