He was the son of the doctor Bernhard Klingner and after graduating from high school in Einbeck studied geology in Jena and Göttingen, where he received his doctorate in 1927 under Hans Stille . He was briefly assistant to von Stille and then assistant at the Montanuniversität Leoben (Montanistische Hochschule Leoben) with Wilhelm Petrascheck , where he completed his habilitation in 1934. From 1934 he was at the Prussian Geological State Institute , initially as an assistant, from 1936 as an extraordinary geologist and from 1940 as a district geologist. At the PGLA he dealt with petroleum geology (as before in Austria) and colonial geology , in particular with Africa, but also South America. From 1941 he was in the Waffen-SS as a Untersturmführer and military geologist with operational areas in Latvia, France, Italy, the Caucasus and the Balkans. He fell in Croatia in 1945.

Klingner dealt addition to the aforementioned topics, among others, with saxonischer tectonics Leinebergland and Hessian mountains, the Bleiberger Erzberg, Glazialgeologie
