g7 + states

The g7 + states (also g7plus ) are an association of originally seven states that are considered politically unstable. The aim is to represent the common interests of the members vis-à-vis the donor countries of development aid and to exchange experiences with stabilization measures. The g7 + secretariat is located on the second floor of Kobe House in the East Timorese Ministry of Finance in the state capital Dili .

history

The origins of the g7 + go back to the Third High-Level Forum on Aid Effectiveness in Accra ( Ghana ) in 2008, where several states made themselves available as model countries for a study on fragile states. Here it was also decided to strengthen the dialogue between recipients and donors of development aid. A meeting was agreed between the Democratic Republic of the Congo , representing the developing countries, and France , representing the donor countries. The first meeting took place in December 2008 in Paris . At the same time, the representatives of the developing countries met for the first time and began to exchange experiences. This is where the designation small g7 originated as a counterpart to the G7 at the other end of the development ladder. It was agreed to hold further meetings. The first was to take place in East Timor .

The g7 + were officially founded at the Fragile State Forum on April 8, 2010 in Dili. However, there were no representatives from the member states of Afghanistan and Haiti . Envoys from Burundi , Nepal , the Solomon Islands , South Sudan , Chad and around 40 different donor countries of development aid came to this end. Due to the increase to 13 participating states, it was decided to call it “g7 +”. At the conference, Emília Pires, East Timor's Minister of Finance, was elected as the new chairman of the g7 + for the next two years, succeeding Armand K. Boorey , Minister for Regional Planning of the Congo. This was to honor the successes in the reconstruction of East Timor after the unrest in East Timor in 2006 . Together they appeared at the Fourth High Level Aid Effectiveness Forum .

The first ministerial meeting took place in 2011 in Juba (South Sudan). At the second ministerial meeting in Port-au-Prince (Haiti) in 2012 , the Comoros were officially admitted as the 20th member state. Ministers from Afghanistan, the Central African Republic, Haiti, South Sudan and East Timor were present, as well as delegations from the Democratic Republic of the Congo, Guinea-Bissau, Sierra Leone and Somalia.
