Lucas was born in Dresden in 1853 as the son of the railway conductor Gustav Her (r) mann Lucas and Rosalie Agnes, née Wiedemann. Lucas studied construction at the Dresden Polytechnic from 1869 to 1873 and graduated from the school's engineering department with a commendation. After completing his studies, he worked for the Leipzig-Dresden Railway Company, worked as a construction officer for the Royal Saxon State Railways and opened his own office for bridge construction. From November 1878 he was a member of the Dresden Masonic lodge "To the bronze pillars". In 1880 he married Hedwig Clara Hansel.

From 1893 to 1896 Lucas was inspector for bridge testing at the Royal Saxon State Railways and worked from 1899 to 1890 as a board member of the bridge construction office of the State Railways. In 1900, Lucas accepted a call to the Dresden University of Technology, where he had already studied. In July 1900, he took over the professorship for road, rail and tunnel construction, including earthworks and routing, as the successor to the unexpectedly deceased building councilor Paul Schmidt (1851–1899). Kurt Beyer was one of his students at the time . Lucas was head of the civil engineering department in the academic year 1902/03 and 1910/11 and headed the university as rector in 1911/12, with Georg Helm holding the position of vice-rector . In the following year he was Vice-Rector under the new Rector Ernst von Meyer . Lucas retired in 1924 and died in Klotzsche in 1931.

Lucas lived in the Villa Melanchthonstrasse 8 (today Selliner Strasse 8) in Klotzsche, which he had built from 1911 to 1912. He has been honored many times for his services to road, rail and tunnel construction, he carried the honorary title of Privy Councilor , was an honorary doctor of technical science from the early 1920s and received, among other things, the Saxon Order of Merit (Knight's Cross, 1st class ), the Albrechts Order (Knight's Cross 1st Class), the Schwarzburg Cross of Honor (2nd Class) and the House Order of the White Falcon (Commander).
