Gerd Löffler (politician, 1939)

Gerd Löffler (born May 30, 1939 in Bremen ) is a German physicist and former politician ( CDU ). He was a member of the Hamburg Parliament from 1978 to 1991. From 1974 to 1989 he was agent of the military intelligence of the NVA of the GDR . In 1994 he was sentenced to two and a half years in prison.

Life

Gerd Löffler became a CDU member in 1965. From 1973 to 1991 he was managing partner of the small Hamburg- based EDV - "Systemtechnik GmbH". He also worked as an IT expert for the Hamburg Chamber of Commerce and was a part-time teacher of mathematics and physics at the Hamburg Armed Forces College. From 1978 to 1991 he was a member of the Hamburg Parliament . During this time, the physicist, who had a doctorate at Hamburg University, was an expert in his group on issues relating to environmental protection and energy policy. In 1978 he was the first chairman of the newly established Environment Committee of the Citizenship and held this position as chairman or secretary of this committee until autumn 1990.

From 1974 to 1989 he was under the code name "dealer" as agent of the military intelligence of the NVA the GDR operates.

September 4, 1990 searched officials BKA after the president of his Abgeordnetenbüro Hamburg Parliament , Helga Elstner , had given to the search because of the urgency their consent. The following day the citizens lifted the MP's parliamentary immunity . A few minutes later, Löffler was provisionally arrested. He was released from pretrial detention after 70 days in exchange for a bail of 50,000 DM provided by two Hamburg CDU members .

At the end of the 13th legislative period (1991) Löffler left the citizenry. On behalf of Parliament, the President thanked him for his work as a Member.

Löffler's organ dispute proceedings against the lifting of his immunity at the Federal Constitutional Court, which were filed after the search, were rejected seven years after their filing in 1997, primarily for formal reasons.

Löffler ignored the travel ban and escaped criminal prosecution in Germany in August 1991 by fleeing to Austria . This made the deposit forfeited .

In Austria, Löffler enjoyed a residence permit established by the Administrative Court in 1992 and a ban on extradition as a politically persecuted person . After he was summoned to the Austrian customs office near the Großgmain border crossing on July 25, 1994 to deal with formalities , he was picked up by German officials there on the territory of Austria and taken to the Federal Republic and arrested there. The Austrian head of the customs office immediately protested to the German border police in vain against this approach. Interstate resentments at the diplomatic level were the result.

On November 29, 1994, he was sentenced to two and a half years imprisonment for secret service activities under Section 99 of the Criminal Code. Since his early release in summer 1995, he has resided in Austria again and lives on Lake Wörthersee.

Since 1995 he has been a member of the "Initiative Group Scouts of Peace Demand Law (IKF) eV"

He has been working as a science historian in Austria since 2008. With research on the subject of Carl Auer von Welsbach , Löffler was awarded a doctorate in January 2015 at the University of Klagenfurt. phil. PhD.

During his time in Hamburg he was married. Two sons come from this.
