Helga Anneliese Christiane Elstner, b. Kurz (born March 19, 1924 in Gelnhausen ; † October 31, 2012 in Hamburg ), was a German politician ( SPD ). She was a member of the Senate of the Free and Hanseatic City of Hamburg , a member of the Hamburg Parliament and its President from 1987 to 1991.

Life and politics

Helga Elstner was born as the daughter of a businessman near Frankfurt am Main and attended the Queen Luise Lyceum in Berlin from 1932 to 1942 . In 1943 she switched to the Rackow commercial school and in 1944 passed her Abitur. From 1945 to 1948 she worked for the Hanau-Gelnhausen-Schlüchtern Chamber of Commerce and Industry . From 1947 to 1950 she studied economics at the University of Frankfurt and graduated with a diploma .

From 1951 she worked as a clerk in an auditor's office and in 1953/54 at Rohrbau Mannesmann in Frankfurt am Main. From 1954 to 1957 she took over the management of the German Housewives Association and was subsequently a managing board member of the Bonn- based consortium of consumer associations for ten years .

During this time she became a member of the SPD in 1955 and worked in the Federal Ministry for Youth, Family and Health from 1968 to 1976. Most recently, as Ministerial Director, she headed the “Food and Veterinary Medicine ” department.

On April 28, 1976, Helga Elstner was elected to the Hamburg Senate by the Hamburg Parliament and took over the management of the Authority for Health and Consumer Protection . After the state election in 1978 , she was elected by the reorganized Senate on June 28, 1978 as the first female second mayor, and thus as deputy to the first mayor, Hans-Ulrich Klose . On June 13, 1984, she gave up her offices as Second Mayor and President of the Health Authority in order to exercise her mandate in the citizenship.

On September 16, 1987, she was in the tradition of Elisabeth Kiausch to citizenship President elected. With the end of the 13th electoral term on June 19, 1991, her career as MP and President ended.

Helga Elstner was married twice and had a son from her first marriage.
