The Society for the Promotion of Broadcasting Supply (GARV) mbH was founded on December 22, 1993 in the legal form of a GmbH . This company was also responsible for the establishment and expansion of various transmission channels such as DVB-T , DAB and DVB-H and has advanced them. In addition, the GARV determined reception forecasts for radio reception.

DAB pilot project

A very significant pilot project was carried out by GARV within their area of ​​responsibility. This included the successful testing of all essential components of the complex DAB system in the pilot project. In the period from 1995 to 1997 a new digital audio broadcasting system was set up. In 1997 it was possible to receive more than 26 radio programs in CD-like quality. Including the transmission of centrally or regionally fed in program-dependent and program-independent additional data, including a DAB-supported dynamic navigation system. This pilot project was successfully completed in June 1998. A joint project office was set up by Deutsche Telekom, MABB and GARV to coordinate all tasks in the pilot project.

The first implementation of fully functional single-frequency networks in the L-band was achieved. By implementing single-frequency networks of different sizes in the L-band, it was possible to provide high-quality coverage in the topographically and morphologically difficult agglomeration of Berlin with the specific development situation of the capital.

At the end of the pilot project, the following DAB single-frequency networks were available in digital quality for a supply of 26 radio programs

  • Telekom's frequency block in the L-Band LE for Brandenburg, consisting of 8 transmitters and a technical range of the population of 86% and an area of ​​38%.
  • Telekom's frequency block in the VHF area K12D for Brandenburg, consisting of 3 transmitters and a technical range of the population of 70% and an area of ​​22%.
  • Frequency block of the Telekom in the L-Band LI for Berlin, consisting of 2 transmitters and a technical range of the population of 95% and the area of ​​89%.
  • Frequency block of the Sender Freies Berlin SFB and Deutschlandradio in the VHF area K8C, consisting of 2 transmitters.

DVB-T pilot project

GARV also carried out a pilot project for digital terrestrial television broadcasting. After the successful cooperation in the DAB project, MABB and DTAG announced in mid-1996 the intention to carry out a project to test the digital terrestrial television system DVB-T in the Berlin-Potsdam region. Trial operations began at the IFA 1997. The first technical planning concepts followed. The joint activities have now resulted in the first official start of DVB-T broadcasting on the four TV channels 43, 46, 59 (transmitter operator DTAG) and 37 (transmitter operator SFB). At the same time, MABB and DTAG concluded a written agreement for the implementation of the DVB-T project in Berlin-Brandenburg, which defines the scope of the project duration, which was dated to the end of 1999.

The main objective of the project was to provide an optimal technical basis for the complex testing and future market launch of the DVB-T system in the important and interesting Berlin-Potsdam area. The following objectives of the project were therefore set.

  • Construction of a stable transmission platform for at least 5 TV channels with the associated system technology
  • Verification of the operability of the overall DVB-T system and individual components in the test field for various transmission modes and reception situations (stationary, portable, mobile)
  • Investigation of coverage and reception conditions in heavily built-up areas and subsequent expansion to the surrounding rural regions of Brandenburg through experiments with single-frequency networks
  • Testing of the various forms of multimedia use (TV, data, audio , data broadcast applications)
  • Testing of end devices with a wide variety of configurations, including PCs on the DVB-T platform provided
  • Carrying out research on the go-to-market strategy with the involvement of the program organizers involved
  • Testing and optimization of the planning and forecasting software

DVB-H pilot project

In addition to the two previous pilot projects, GARV also carried out a DVB-H pilot project with MABB and the network operator T-Systems / Media & Broadcast. The pilot project began in July 2004. In autumn 2004, mabb released UHF channel 39 specifically for the DVB-H project. The aims of the project are:

  • Testing of different system variants
  • Obtaining knowledge about the requirements for the transmission infrastructure
  • Examination of a possible supply with a single frequency network
  • Investigation of the reception behavior within buildings and special features of mobile reception

  • Investigation of the problems encountered in linking broadcasting and cellular communications; applies equally to the areas of broadcast technology, receivers and services.

On February 25, 2005, this project frequency was used for the world's first standard-compliant broadcast of a powerful DVB-H signal in single-frequency operation. The transmission power of the Alexanderplatz and Schäferberg transmitters in Berlin was 20 and 50 kilowatts ERP, respectively. Medienanstalt Berlin-Brandenburg, MABB, Berlin Senate, T-Systems International and GARV are trying to bring the project into regular operation. The project is funded by the State of Berlin as part of the innovation funding program.
