Guntram Fischer
Guntram Maria Fischer (born March 24, 1908 in Dombrowka ; † January 14, 2000 in Bad Königshofen ) was a German lawyer, judge and regional court director at the Düsseldorf Regional Court , first honorary professor at the Law Faculty of the University of Düsseldorf and the author of numerous books on history and local history.
Fischer was born in Upper Silesia , from where he fled in 1919. He attended high schools in Beuthen , Breslau , Oels and finally in Düsseldorf. From 1929 to 1932 he was a student trainee in Cologne and Berlin , and for the next three years he was a trainee lawyer in Düsseldorf. In 1934 he wrote his dissertation on the subject of “The Legal Entitlement to Eastern Upper Silesia ” at the University of Cologne , followed by his assessor exam the following year . In the following three years he was an assistant professor at the Jüterbog Law Academy and a court assessor in Düsseldorf and, in 1940, a district judge . During the Second World War he was a soldier and was promoted from gunner to first lieutenant and received several war awards.
Immediately after the war, under the American occupation forces , Fischer was appointed supervisory judge at the Bad Königshofen district court and, from 1946, also a city councilor there , and co-founder of the secondary school and the adult education center . From 1948 on, Fischer was again a judge at the Düsseldorf Regional Court and a trainee working group leader. In 1957 he was appointed regional court director and from 1961 chairman of the appeals chamber , in which the Düsseldorf table for the standardization of maintenance payments was developed under his leadership . Until the end of his active professional career in 1971, he was also an examiner at the State Judicial Examination Office of the Düsseldorf Higher Regional Court , head of legal studies and excavations. In retirement he was again a lawyer in his own law firm, from 1973 admitted to the Düsseldorf Higher Regional Court.
Only at the end and after his professional activity did Fischer deal with publications with legal historical content and local history articles such as “Heimatkunde in Rath” (1967), “Düsseldorf und seine Landgericht” (1970) or the conception of the exhibitions “From the Sachsenspiegel to the Reich Attorney General” ( 1979) and “The Düsseldorf Higher Regional Court in the past and present. d. Exhibition for the 75th anniversary d. Higher Regional Court of Düsseldorf ”. In 1981 he wrote the commemorative publication “75 Years of Düsseldorf Higher Regional Court”. He was also a sponsor of doctoral students and in 1982 was appointed professor by the state government of North Rhine-Westphalia . Fischer is regarded as a pioneer of the law faculty of the University of Düsseldorf. On September 21, 1989 he was awarded the Order of Merit of the State of North Rhine-Westphalia .
