The liability group of German local transport and supply companies (HDN) is a non-legally competent association of municipalities , municipal associations and their own operations as well as transport and supply companies in which municipalities , municipal associations or other regional authorities hold at least 50%.
It serves its members as compensation for expenses, liability, motor and property Personal accident damage and thus represents an alternative to commercial insurance forms. As a self-insurance scheme HDN is in accordance with § 1 para. 3 no. 3 of the Insurance Supervision Act of the Insurance Supervision freed. Its members are exempt from compulsory insurance in the field of motor vehicle liability insurance according to Section 2 (1) No. 5 of the Compulsory Insurance Act and are considered to be self -insurers according to Section 2 (2) of the Compulsory Insurance Act.

- 1903 - Establishment of the "liability association of German trams and small railways" in Berlin
- 1945 - Establishment of the Essen emergency community as part of the liability community
- 1966 - Renaming of the Notgemeinschaft Essen to "Haftpflichtgemeinschaft Deutscher Nahverkehrsbetriebe (HDN)"
- 1974 - Dissolution of the Berlin liability association
- 1986 - Renaming to "Liability Association of German Local Transport and Supply Companies (HDN)"
- 1994 - The Berlin office starts operations
- 1995 - Establishment of the "Liability Association of German Local Transport and Supply Companies General (HDNA) VVaG" for the insurance of privatized transport and supply companies
- 1997 - Foundation of Versicherungs-Vermittlungsdienst Essen GmbH (VVE), meanwhile renamed to VVE Versicherungs-Service GmbH, to complete the range of services
- 2002 - Relocation from Essen to Bochum
- 2003 - 100th anniversary of the HDN
Business activity
The HDN offers its members coverage in the following insurance classes as compensation for damages:
- General liability insurance ,
- Vehicle liability insurance and other vehicle liability insurance ,
- Maritime, inland lake and river shipping liability insurance,
- Motor vehicle insurance and
- Passenger accident insurance .
In contrast to the insurance industry , the HDN does not work with pre-calculated premiums, but according to a pay-as-you-go system. Due to the lack of intention to make a profit, only the expenses actually incurred are passed on to the members after the end of a financial year.
The community currently has over 460 members, including the largest German municipal transport companies such as the transport companies in Berlin , Hamburg , Leipzig , Dresden , Cologne , Munich , Bremen , Hanover and Frankfurt am Main . The largest group of companies is DB Regio Bus , which brings together over 40 bus companies and Deutsche Bahn AG holdings.
The management has been in the hands of Aline Thomas since July 1, 2017.
Cooperation with HDNA VVaG
The HDN also organizes the tasks of the HDNA VVaG through a function outsourcing agreement .
