Hamburg donation parliament

The Hamburg Donation Parliament is a registered association that collects donations for social activities in Hamburg and involves donors in the allocation of their donations through a democratic process.

history

The Hamburg Donation Parliament was founded on November 6th, 1995. The first constituent meeting took place on February 9th, 1996 in the Hamburg City Hall. Stephan Reimers is the author of the donation parliament .

membership

With an annual donation of at least 60 euros it is possible to become a member of the Hamburg donation parliament. Membership gives the right to participate in parliamentary sessions convened three times a year to decide which projects in the Hanseatic city should be financially supported. More than 3,400 members belonged to the donation parliament in 2015.

advancement

The donation parliament supports social activities of various kinds. Projects are funded that help people in Hamburg affected by homelessness, poverty and isolation. Applications for financial support can be submitted by non-profit organizations that work in the interest of this objective. As a rule, the financial aid is given as start-up financing or bridging aid. There is no long-term financing.

Between 1996 and the beginning of 2017, 1,200 projects were funded. The amount of financial support in the period mentioned was around EUR 11 million.

Working method

Funding applications received are first checked by the voluntary association bodies . If these confirm that the project in question is eligible for funding, it will be presented in a parliamentary session. The applicants explain their project on this. The parliamentarians also decide whether the project should be financially supported. If the approval is given, the subsidy approved by parliament will be paid out. As a result, the project sponsor is obliged to submit proof of the use of the funds received to the donation parliament by an agreed date.

The public perception of the Hamburg donation parliament emphasizes the aspect that all members of parliament can have a say in the allocation of the donated funds. The objective is also emphasized to support projects against poverty and homelessness in Hamburg through the allocation of donations. German donation parliaments based on the Hamburg model were founded in Bad Oldesloe, Berlin, Bonn, Dithmarschen, Dortmund, Elmshorn, Flensburg, Görlitz Hann. Münden, Kiel, Lippe, Reinbek and the surrounding area, Reutlingen, Salzgitter and Segeberg. Abroad, the cities of Basel, Vienna and Zurich have donation parliaments.
