Harald Ruiss (born July 16, 1981 in Vienna ) was an Austrian football referee . He was a member of the Vienna Football Association and was a member of the Vienna Referees College.
Career as a football referee
Harald Ruiss began his career as part of a beginners course in 1999. Thanks to his consistently positive performance, he was promoted to the regional league in the 2005/06 season .
Harald Ruiss took another big step in his career as a soccer referee in the spring of 2010. After he had already been under special observation twice in the 2008/09 season and he had successfully completed his qualifying game in the Regionalliga Mitte between FC Wels and FC Blau-Weiß Linz (0: 3) on October 30, 2009 , came Ruiss on April 9, 2010 at Voith-Platz in the game SKN St. Pölten against FC Red Bull Salzburg II (2-0) for his first qualifying game in the First League (second highest level). After he played the second qualifying game between FC Gratkorn and FC Dornbirn (5-0) on April 30, 2010, nothing stood in the way of his further promotion. With the decision of the Bundesliga / Elite Referee Committee on May 31, 2010, Harald Ruiss was added to the squad of the First League from the 2010/11 season. A high point in his career was the game management of the cup game Austria Amateure vs. Rapid, which was decided after 120 minutes on penalties. In the 2010/11 season he headed eleven games in the first division.
In the 2011/12 season, the friendly match between SK Rapid Wien and FC Valencia was an explosive duel between an Austrian club and an international top club (third place in the 2010/11 Spanish league) under his leadership. This ended with a 4-1 success for SK Rapid. With the encounter between FC Blau-Weiß Linz and Wolfsberger AC (2: 2) he had to lead his most difficult game so far, which caused a media sensation due to the four yellow-red cards shown.
End of career in the professional field
On May 15, 2012, Harald Ruiss resigned as a Bundesliga referee and thus preceded his upcoming graduation to the third performance level (regional league). In an eight-page open letter that he sent to the management officials of the Bundesliga Elite Committee, the ÖFB and numerous Austrian, German and Swiss media, Harald Ruiss criticized the leaders of the Elite Committee. His criticism was directed primarily against the chairman Johann Hantschk and the referee manager Fritz Stuchlik. As Ruiss emphasized in the letter, he wanted to wake up and create a fair basis for his former colleagues. In addition, Ruiss accused the committee of running “friends economy” and sports politics on the back of the referees. On August 17, 2012, Harald Ruiss was sentenced by an ÖFB disciplinary committee to a four-month ban and a fine of 200 euros in the first instance because of his open letter. He was charged with “unsportsmanlike conduct”, “unfriendly behavior”, “insulting” and “mocking”. Ruiss then protested. This was granted on November 29, 2012 by the ÖFB Appeal Senate. An unfriendly or unsportsmanlike behavior could not be determined and the proceedings were discontinued due to the lack of a criminal offense.
IG Referee is founded
In response to criticism from the referees, Ruiss founded the Referee Interest Group (IG Referee) in July 2012, a non-profit association that promotes improvements in the Austrian referee sector and represents the general and / or individual interests of referees active in Austria. He has been its chairman since it was founded.

Harald Ruiss is single and has no children. After graduating from high school , he studied history and German to become a teacher and has been a teacher at a higher technical federal school since completing his studies .
