Initially a scientific assistant at the Urban Development Institute of HAB Weimar, he soon became head of the Erfurt urban planning group and, in 1965, chief architect of the Weimar Urban Development Office .

1966/67 he worked at the ČVUT Prague on his thesis and received his doctorate in 1968 with the theme "Development and perspectives of small towns." . In 1969 he became deputy director and in 1971 lecturer for general development planning at the newly founded advanced training institute for urban development and architecture at HAB Weimar. In 1977 he qualified as a professor on the subject of "Simulation game simulation in general development planning." In 1978, the UN Secretary General appointed him to the Habitat Committee . In 1978/79 the Nigerian government commissioned him as director for planning and architecture with the planning for the new federal capital Abuja .

After completing his master's planning and returning, he was appointed to the chair of urban planning and design at the TU Dresden . Here he worked with his employees and students with urban redevelopment plans to save historic old towns, especially in Saxony and southern Brandenburg. The contributions to the reconstruction of the Neumarkt Dresden in the 1980s and 1990s deserve special mention . First prizes in competitions and the international design seminar 1981, preliminary projects, the West-East workshop 1990 on the "Gesamtkunstwerk Dresden" and above all the Neumarkt design statute, which was drawn up together with eight Dresden architects, are important contributions to his chair. Visiting professorships have taken him to Syria, Ethiopia, Finland, Denmark and Italy. His list of scientific contributions to urban planning is extensive.

Since 1984 he has participated in the permanent conference of urban development professors in German-speaking countries and moderated here with Prof. Spengelin (TU Hannover) in 1989/90 the elaboration of “Recommendations for the recovery of East German cities” for the minister-presidents of the new federal states. From 1990 to 2001, Schwarzbach ran an architecture and urban planning office in Dresden with Barbara Braun and Michael Barth. His work focused on the rehabilitation of historic old towns ( Mühlberg / Elbe , Wittichenau, etc.) and large housing estates, development and renovation planning, recreation and village planning as well as regional planning (including the development concept for the Saxon Switzerland National Park ). With his international experience and collaborations, Schwarzbach tried in many ways to secure the connection of students and employees to international developments in the field of urban planning, urban sociology and architecture. His particular merits lie in the joint training of architects and landscape architects in the field of urban planning. In 1974 he received the Karl Friedrich Schinkel Medal of the BdA / GDR for his achievements .

Today he is an honorary local curator of the German Foundation for Monument Protection in Weimar.
